Don't take 'wear yellow ribbon' seriously: Coloma

MANILA - Malacanang may file tomorrow the government’s motion for reconsideration on the Supreme Court's decision declaring the Disbursement Acceleration Program (DAP) unconstitutional.

The government, through the Office of the Solicitor General, received the decision on July 4. The parties have 15 days to file an appeal, or on July 19, which is a Saturday.

Communications Secretary Herminio Coloma Jr. defended President Aquino’s speech on Monday amid criticisms that it was a challenge to the magistrates.

"There was never defiance or arrogance. Nagpapaliwanag lang sa paraang inaakala nyang higit mauunawaan ng taong-bayan," said Coloma.

He insisted Aquino maintained a respective tone during his speech.

He also said Malacanang respects the opinions of different parties.

San Beda Graduate School of Law Dean Fr. Ranhilio Aquino and Ateneo Law School Dean Emeritus Joaquin Bernas said Aquino cannot invoke the Administrative Code in seeking redress of the high court’s decision.

"Ginagalang at kinikilala natin ang opinyon ng mga pantas," Coloma said. He said it was all part of a healthy democracy.


A day after his speech, Aquino asked the public to wear yellow ribbons as a show of support for his administration.

"We'll come up with, perhaps, a manifestation of the support - if I still have the support of our people – and concrete examples of these. Perhaps wearing our yellow ribbons, amongst other things, just to demonstrate exactly in a quick manner where the sentiments of our people lie. But we will be posting a more detailed list of requests to our bosses in the coming days,” Aquino had said.

Reporters asked if Malacanang has already monitored people wearing yellow ribbons.

Coloma said: “Don’t take that too seriously.”

He said Aquino was not even prepared to discuss the topic and was speaking from the top of his head.

Reporters pointed out that there are now moves in social media to counter the yellow ribbon request. Some have suggested “peach” for impeachment, black, as well as the colors of the Philippine flag.

Coloma smiled and said: "Makulay ang ating demokrasya".
