MANILA, Philippines - President Benigno Aquino's State of the Nation Address on July 23 will touch on his plans to address poverty, anti-corruption efforts, and the economy, Presidential spokesman Edwin Lacierda said Thursday.

"The roadmap of the President involves addressing corruption, addressing poverty and addressing the economy. So you will see that in his state of the nation address," Lacierda said.

He said the SONA is still a work in progress undergoing revisions.

Despite Malacañang’s refusal to divulge details of Aquino's third SONA, House members said the chief executive will include in his speech the administration’s gains in promoting good governance and economic stability in the country.

Senior Deputy Majority Leader Janette Garin, in a press statement said said these two subjects will most likely be included in the annual report of the President to Congress and the public.

Garin expressed hope the that President would endorse in his SONA the reproductive health (RH) bill that has been under plenary interpellations in the House since May 17, 2011.

She is the author of House Bill 101, which is among the 6 RH-related bills consolidated and substituted by House Bill 4244 or the proposed “Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development.”

The bill is principally authored by Rep. Edcel Lagman (1st District, Albay) and co-authored by Garin and 102 other lawmakers.

Garin said the SONA might also touch on the government’s pro-poor programs under the Department of Social Welfare and Development, the territorial conflict between the Philippines and China, and the advantages of the sin tax reform bill that the House passed on third reading.

Rep. Magtanggol Gunigundo, a House deputy majority leader, said he expects the SONA to reflect the positive results of the administration's efforts in good governance, economic stability and education reforms.

The SONA will also probably state where the country stands in accomplishing the Eight Millennium Development Goals (MDG) by 2015, he said.

Rep. Roger Mercado said the President is likely to discuss the accomplishments and plans of the administration in sustaining the good governance campaign which is essential to the country’s development. - with a report from Willard Cheng, ABS-CBN News
