MANILA - Will President Benigno Aquino III again castigate the Supreme Court in his upcoming State of the Nation Address (SONA)?

Malacanang said on Sunday that Aquino may base his SONA on his previous speeches, specifically on how the administration was able to bring reforms to the economic front.

Last week, Aquino defended on primetime television the Disbursement Acceleration Program (DAP), explaining how it was able to benefit Filipinos.

He also went on to say the high court erred in deciding the unconstitutionality of the acts under DAP.

“Maaari naman pong pagbatayan ‘yung mga nakaraang talumpati ng Pangulo at mapapansin natin na sa bawat pagkakataon ginagawa ng Pangulo ‘yung pagpapaliwanag sa mga mahahalagang programa ng pamahalaan na ang emphasis po ay kung paano nakapaghatid ng kalinga at serbisyo tungo sa pagpapabuti ng kabuhayan ng mga mamamayan,” Coloma said of the theme of this year's SONA.

Members of the judiciary will have a silent black protest on Monday, which may continue until Aquino’s SONA on July 28.

Coloma played down the protest, saying it is the right of each one to express his or her opinion.

“Kasama naman po ‘yan sa ating demokrasya, ‘yung pagpapahayag ng mga saloobin ng mga mamamayan, basta lang po ginagawa ito sa maayos at tahimik na paraan at ayon sa batas,” he said.

Court employees will wear black shirts on Monday in reponse to Aquino’s call for the public to wear yellow ribbons as a sign of support.

As of Thursday, Malacanang said Arroyo’s “wear a yellow ribbon” call should not be taken too seriously.
