3rd impeach complaint vs PNoy endorsed
MANILA - A third impeachment complaint against President Aquino has been filed and endorsed at the House of Representatives.
ACT Teachers Party-list Rep. Antonio Tinio and Gabriela Women’s Party-list Rep. Emmy de Jesus endorsed the complaint filed by 21 signatories from various groups like Bayan, Makabayan, Lila Filipina, the academe and environmentalists.
They said Aquino betrayed public trust and violated the Constitution with the Enhanced Defense Cooperation Agreement (EDCA) signed by the government with the United States in April.
Former Bayan Muna Rep. Satur Ocampo explained that foreign military bases are not allowed in the country unless covered by a treaty ratified by the Senate.
The EDCA allows US forces to have access to Philippine military bases.
Ocampo explained the agreement violates many laws.
The EDCA’s legality is currently being assailed before the high court.
Lawyer Evalyn Ursua explained this impeachment case can proceed independently of the Supreme Court deliberations on the EDCA.
Tinio said he decided to endorse this complaint as his allies in the Makabayan bloc already endorsed earlier impeachment complaints against Aquino over the Disbursement Acceleration Program (DAP).
Bayan Muna representatives Neri Colmenares and Carlos Zarate and Anakpawis Rep. Fernando Hicap endorsed the complaint filed Monday.
Kabataan Party-list Rep. Terry Ridon endorsed the 2nd impeachment complaint Tuesday, which was also premised on the DAP issue.
Meanwhile, the group Sanlakas attempted to file its own impeachment complaint against Aquino over DAP but they had no endorser.
A congressman’s endorsement is required for any impeachment complaint to prosper.
Previous complaints filed by lawyer Oliver Lozano and former Rep. Augusto Syjuco had no endorsers.
