VP Binay disagrees: PNoy should have sacked Abad

MANILA - For the first time, Vice-President Jejomar Binay said he disagrees with President Aquino's decision not to accept the resignation of Budget Secretary Butch Abad.

Speaking to ABS-CBN's Tapatan ni Tunying, Binay said Aquino should have sacked Abad after the Supreme Court ruled parts of the disbursement acceleration program as unconstitutional.

He also confirmed that he did not clap when Aquino announced his decision to retain his budget chief.

"Totoo po. Dahil sa ang pananaw ko po nun ay yung mga pumalakpak eh in agreement dun sa naging desisyon ni Pangulo. E ako di naman ako naniniwala so hindi ako pumalakpak. Sa aking palagay eh dapat eh tinanggap yon. Kung salungat ang aming ideya e rerespetuhin ko siya sapagkat desisyon yun ng Pangulo," he told Tapatan ni Tunying host Anthony Taberna.

Though he respects the President's decision to file a motion for reconsideration on the DAP ruling, Binay believes it would be difficult to overturn the 13-0 vote of the Supreme Court.

The Vice-President also weighed in on the concept of the priority development assistance fund (PDAF) or pork barrel and the DAP.

"Yung konsepto nun ha sa akin di naman mali yun e. Ang masamang nangyari sa PDAf sa implementation. Sumama lang yun dahil sa di nagastos sa nilalaanan o ang pinagbigyan gagastusin sa non-existing," he said.

Asked if PDAF and DAP are the same, he said: "Ay hindi. Ang naging problema ho dito sa DAP e yun nga ho dahil sa katapusan hindi namn ho yun yung magpapatama sa mga maling pinag-umpisahan."

Binay also responded to allegations he and the Home Guaranty Corporation received funds from the DAP.

"Maliwanag lang ito ha. Di namin alam na DAP yun at kasama na kami dun sa good faith kasi yung good faith na yun simula sa hindi mo alam eh," he said.
