PNoy starts SONA with soft sell of DAP

MANILA - President Aquino started out his 5th State of the Nation Address with a familiar theme: defending his controversial Disbursement Acceleration Program (DAP).

In his speech, Aquino said the government, through DAP, invested 7,155 pesos for each TESDA scholar. A total of P1.6 billion DAP funds went to TESDA.

He said a TESDA scholar could earn up to P234,000 a year (P18,000 a month) upon entering the business process outsourcing industry.

Videos of two TESDA scholars were also shown. One of the scholars, Mark Joseph Escora, said he used to work as a jeepney barker before undergoing training in TESDA.

"Through TESDA's help I have my career in BPO," he said.

President Aquino has come under fire and is facing several impeachment complaints for backing the controversial DAP, parts of which were declared unconstitutional by the Supreme Court.
