Bayan warns of hidden pork in 2015 budget
MANILA - Bagong Alyansang Makabayan (Bayan) secretary general Renato Reyes expressed concerns the proposed 2015 national budget will be fattened with pork barrel-like funds and Disbursement Acceleration Program (DAP)-like mechanisms ahead of the 2016 presidential elections.
Reyes feels this will be in direct violation of the Supreme Court (SC) rulings on the Priority Development Assistance Fund (PDAF) and DAP, which have both been declared as unconstitutional.
Reyes cited that aside from the huge amount of lump sum funds in the budget, congressmen may still have some entitlements lodged in the departments and agencies, which they can tap ahead of the elections.
He suspects that lawmakers still have a say on these funds, even if they have been barred by the lawmakers from any post-enactment intervention.
Bayan will come out with the hidden lump sums in the next days.
Reyes, meanwhile, slammed lawmakers looking to impeach Chief Justice Maria Lourdes Sereno over the alleged pork barrel fund of the judiciary, the Judiciary Development Fund (JDF).
He feels this is lawmakers' way of bullying the high court into reversing its ruling on the DAP.
The Palace has filed a motion for reconsideration.
Reyes hit the hypocrisy on the part of the lawmakers as there is already an impeachment complaint against President Benigno Aquino III over the DAP, while there is still no complaint against Sereno.
He feels lawmakers should work on those instead.
