Lawmaker wants Facebook, Twitter use regulated

MANILA, Philippines - A Marikina lawmaker is seeking to regulate government employees' use of social networking sites Twitter and Facebook during office hours.

Marikina City 2nd District Rep. Romero Federico Quimbo filed Wednesday House Bill 184, which seeks to impose regulations on the use of government Internet facilities to access social networking sites.

While Quimbo does not want a total ban, he proposes that government agencies regulate the use of social networking sites because it affects the productivity of the agencies.

The measure also proposes that government-owned and -controlled corporations be included in the regulation.

The bill also requires government agencies to submit "copies of their respective regulations" to the chamber during the deliberation of the proposed national budget for 2011.

Quimbo said that based on his own estimate, the government loses P10,315,8000 a month in electricity expenses if government employees use Facebook and Twitter 2 hours daily. – Report from RG Cruz, ABS-CBN News

A social network is a social structure made up of individuals (or organizations) called "nodes," which are tied (connected) by one or more specific types of interdependency, such as friendship, kinship, common interest, financial exchange, dislike, sexual relationships, or relationships of beliefs, knowledge or prestige.

Creating a LAW to restrict government employees from using social networking sites???? seriously????

The good congressman should know that restricting gov't employees from accessing social networking sites can be done by a simple but effective implementation of policies and procedures on a department or agency level...in both manual ang automated manner and does not need to pass a LAW to deal with this very simple problem.

What this lawmaker should be pushing is the formulation of Philippine cyber security standards that needs to be implemented to all private and govt agencies..small medium or large..and supported by another LAW that will force all these companies or agencies to follow and implement the said security standards.

The lack of cyber security standards is the main reason why gov't and private websites are easily defaced or totally compromised by local and foreign hackers.
