MANILA - Justice Secretary Leila de Lima admitted going after businesswoman Janet Lim Napoles and her brother Reynald Lim is a big challenge.

It has been days since a Makati court issued an arrest warrant against the alleged brains in the pork barrel scam, but members of the National Bureau of Investigation have yet to find her. Both are wanted for alleged serious illegal detention of Benhur Luy, Napoles’ former assistant who tagged her to the scam.

"It's not easy to find a fugitive who has plenty of resources and connections. Didn't she brag earlier that she was controlling the government?" de Lima said.

Days of bad weather beginning during the weekend may have posed another challenge, but de Lima said she instructed “no let-up” in the manhunt.

Immigration records showed Napoles and her brother have not left the country since their passports were cancelled also last week.

The government also had her bank accounts frozen in order to hamper her flight.

"If I were her, I would surrender and face the case in court (serious illegal detention) and the other cases to follow (in connection with the pork barrel scam)," de Lima said.

The Department of Justice is expected to file charges connected to the pork barrel scam in the coming days.
