Hostage negotiator wants crisis policies reviewed

MANILA, Philippines – One of two police negotiators who handled the hostage-taking incident in Manila has called on the Philippine National Police (PNP) leadership to review its policies implemented during crises.

Superintendent Orlando Yebra told the ANC’s “The World Tonight” on Tuesday that the PNP needs to look at its crisis management committee.

“There are gray areas between the ground commander and people right below him,” Yebra said. “We have to determine, identify, (at) bigyan ng resulta ang gray areas.”

He added that the PNP should determine the specific roles of the members of its crisis committee, as well as improve coordination when various police agencies and units respond to a crisis. 

“Nagkakaroon ng problema doon,” he said. 

Yebra, a veteran in the field, said Monday’s hostage-taking incident was the first time that he saw talks deteriorate that bad.

He added that he continued to try to talk to the hostage-taker, dismissed senior inspector Rolando Mendoza, even while the bullets were already flying.

“Lahat nalulungkot sa naging outcome. Pero concerted effort iyon. Lahat kami apektado,” he said. “With limited resources, nakita naman kung paano na-try resolve iyung problema.”

Mistakes

PNP spokesman Senior Superintendent Argrimero Cruz admitted on Tuesday that mistakes were made during the hostage situation. 

"Mga lapses ang titingnan ng pulisya sa operations, kung paano hinandle,” he said. “At iyong media na rin na nai-broadacast kaagad ang mga pangyayari."

According to Yebra, journalists should be careful in covering hostage incidents. 

“Based on what I studied, interviews (with negotiators) are not encouraged. Questions should just be submitted to command post,” he said. 

He added that live media reports of hostage incidents might affect efforts to resolve the situation without bloodshed. “The suspect might also be monitoring the news cycle,” Yebra said. – with a report from Maan Macapagal, ABS-CBN News

Oh! Yes! After careful considerations, I would say you are right to say that there is a need for PNP leadership to look into the Crisis Management Committee... and that is to include Psychiatric Examinations and Evaluations to all PNP personnel from Versoza himself to determine whether you, PNP officials and officers, are qualified to be called “one” or “not”!

PNP Superintendent Orlando Yebra, there is no need to look into the PNP Crisis Management Committee! It doesn’t matter how many strategic plans the PNP can engineer, it is the PNP personnel themselves who (at large) are in quandary due to their unwise, unintelligible and lack of judgments inabilities when it comes to providing ample way-out to resolve whatever tribulations Philippines would come to face!
Of all the people to be expected to perpetrate and commit criminal acts in the society, it is the PNP personnel who are at their best to deceive and bamboozle the Filipino civilians mostly extorting money from businessmen and motorists at large!
By analogy, are you saying that it’s the Philippines Constitution’s Preamble that is to reckon with why majority of Filipino politicians (starting from GMA) call for its amendments?

Just remember though that we, Filipinos, have this common cliché that says “walang sumisira sa bakal kundi ang sarili n’ya mismong kalawang!” You and your kinds were the ones who devastated and tore down the representations of those entities who are sanctioned to protect the civil rights of the Filipinos and to those who are supposed to uphold the laws of the land! “Kayo ang mga kalawang sa sarili n’yong mga uniporme!”

you, the negotiator, was there and you never offered insight or suggestions that could have averted this??and now you call for a review...you see, that's very typical of the Philippines...wait for it to happen before you do something about it(Ondoy???)so we don't have the funds to create new govt bodies/agencies, but should this be a hinderance or an excuse...i am happy PNoy became president coz i really would like to see some real change and i believe he can...i hope PNoy can now look into making the PNP a respectable institution...kotong kops should not only be discharged but jailed just like any citizen...and this Torture cop should be detained, since he is a potential threat to others...back to the topic...if we can't fly our police to learn better negotiation skills, let's fly the experts in....too much to ask???no funds???what other reasons???looks like the body count will continue to pile until a, in the words of VENUS RAJ, Major Major overhaul is done...all the way to the directos in the PNP

heto na naman po tayo, PNP na naman ang pumalpak. saan ka nakakita meron hostage crisis, ang tagal umaksyon at nagpapraktis daw. ang problema pag meron training lalo na sa ibang bansa, naku malamang puro lakwatsa ang ginawa. hinuhuthot ang pera sa training at nakawin na lamang. pangalawa, palakasan sa pagpili ng i-train nila. pagdating naman dito, ayun tumataba sa pabandying bandying, ang laki ng mga tyan. pangatlo, may equipment allocation fund, ninanakaw din ng mga opisyal. kaya ang resulta, palpak lahat. reflection na yan ng mga resulta ng corruption sa pnp, kaya lumalabas incompetent lahat ang mga dapat magsagawa ng protection at security. sigurado, pati asawa kasama pa sa abroad ng training at nagshopping galing sa baon nila, hahhha. hay naku talaga naman paulit-ulit na lamang, tapos imbestiga dito dyan, ala namang nangyayari after at palilipas na naman. hay buhay sa pinas talaga!

you see cops are asshole, there is a way to end the hostage taking crisis in a nice way... now its all the cops fault co'z they are a jack ass... i'm with mendoza co'z he shows the true color of pnp, they think that they have the power but the truth is they have no brain at all... that is why p-noy need to revamp the pnp and take out all the group that doesnt need... ncrpo, and many more... it shows that pnp doesnt follow rules of engagement and negotiation strategy, all the police officer who interfere with the negotiation need to be dismiss.. PNP stand for philosopong national police who doesnt know how to read and write...
