Principal lawyer in DAP, PDAF cases named acting SolGen

MANILA (UPDATE) - Senior Solicitor Florin T. Hilbay has been appointed Acting Solicitor General to succeed his boss, now Supreme Court Associate Justice Francis Jardeleza.

His appointment papers were signed by President Aquino on August 20. He took his oath on Tuesday night before Jardeleza.

Hilbay is the principal handling lawyer in the cases of the Disbursement Acceleration Program (DAP), Priority Development Assistance Fund (PDAF), and the petitions vs Enhanced Defense Cooperation Agreement (EDCA).

Hilbay ranked 1st in the 1999 Bar exams, the year with the lowest passing percentage in the history of the Bar with a passing rate of 16-percent.

He finished AB Economics in the University of Santo Tomas in 1995, and took his law degree at the UP College of Law.

Hilbay finished his Master of Laws at Yale University in 2005. He has been teaching Constitutional Law in the UP College of Law since 2000.

Hilbay is 40 years old.
