Aquino doesn't want term extension

MANILA - President Benigno Aquino III on Thursday said he is not interested in pursuing a second term even if he is open to amending the 1987 Constitution.

In an interview with Bombo Radyo, the President confirmed he is consulting people about the Charter change proposal but clarified that he does not want to stay longer in Malacanang.

"Ako ba nag-aambisyong pahabain..." he said when asked about the possibility of term extension.

He also admitted that he is consulting with people on how best to ensure that the reforms he instituted while in government would be permanent.

"Sa ngayon nag-kokonsulta tayo sa ibang sector - paano natin masisigurado na...lahat ng naumpisahan natin ay talagang permanente,'' he said.

Aquino earlier fueled speculation about the possible lifting of term limits during an interview with TV5. Under the 1987 Constitution, the President is limited to a single term of six years.

In the Bombo Radyo interview, the President said his interest in Charter change is to impose limits on the alleged overreach of the judiciary.

He said while the Supreme Court was "indifferent" during the martial law regime of President Marcos, it now seems to be over-checking the executive, making it hard for him to run the government.

"Mukhang sumobra naman yata mula sa walang pakialam naging lahat pinapakialaman. Nagiging mahirap patakbuhin yung gobyerno. So open tayo sa judicial reach. Iyung judicial reach mukhang sumobra, kailangan lagyan ng hangganan,'' he said.

He cited as an example the SC ruling declaring as unconstitutional parts of the Disbursement Acceleration Program (DAP).

The President said the high court seemed to have presumed the executive guilty when it should be the other way around.

"Nakalagay sa SC decision, ako at si [Budget Secretary Butch] Abad kailangan patunayan namin ang innocence namin at presumably guilty. Sa Bill of Rights, presumed innocent until proven guilty. Dito binago, guilty until proven innocent. So parang napalitan ata yung Saligang Batas dito." With a report by ANC
