'Cha-cha is PNoy's way out of accountability'

MANILA - Bayan Muna Rep. Carlos Zarate believes Charter change is President Benigno Aquino’s way out of accountability.

Zarate believes political amendments to the 1987 Constitution may be inserted at the bicameral conference committee should the calls for his accountability mount over the Disbursement Acceleration Program (DAP).

The Supreme Court earlier declared unconstitutional some acts under the DAP.

Zarate said that while congressional leaders have vowed to stick to amendments to the economic provisions, political amendments can be inserted at the bicameral conference committee.

Right now, the House of Representatives is deliberating Speaker Feliciano Belmonte Jr.’s Resolution of Both Houses 1 (RBH 1), which seeks to give Congress the power to legislate the relaxation or lifting of constitutional limits to foreign investments and foreign ownership of land in the Philippines.

On Wednesday, Belmonte renewed his stand against political charter change, but was rebuffed by Bayan Muna Representative Neri Colmenares who pointed out that any political amendment may be introduced by the majority in a vote.

President Aquino’s allies hold a majority in both houses of Congress.
RBH 1 has a counterpart measure in the Senate.

Aquino has maintained openness to Charter change, including a possible longer stay in office where he enjoys immunity from lawsuit.
