KBP investigates hostage-taker's radio interview

MANILA, Philippines - The Kapisanan ng mga Brodkaster ng Pilipinas (KBP) on Wednesday said it is starting an investigation on the propriety of a radio interview conducted by RMN-DZXL with hostage-taker Rolando Mendoza at the height of the August 23 hostage crisis.

A statement from the broadcasters' association said the KBP Board has instructed the KBP Standards Authority to conduct an investigation whether the interview violated established standards and rules on crisis and hostage-taking coverage.

It said the group will impose "appropriate sanctions, if warranted, in accordance with the observance of self-regulation by the KBP."

The KBP Standards Authority is a KBP body tasked with enforcing the KBP Broadcast Code. It is composed of 11 members led by Chairwoman Diana Gozum and Deputy Chairperson Rafael Barreiro.

According to Article 6 of the KBP Broadcast Code of 2007 covering crime and crisis situations, coverage of crimes in progress or crisis situations such as hostage-taking or kidnapping "shall not put lives in greater danger than what is already inherent in the situation."

"Such coverage should be restrained and care should be taken so as not to hinder or obstruct efforts of authorities to resolve the situation," it said.

Section 2 of Article 6 also states that the coverage "should avoid inflicting undue shock and pain to families and loved ones of victims of crimes, crisis situations, disasters, accidents, and other tragedies."

Finally, Section 4 of Article 6 states that the coverage of crime or crisis situations shall not provide vital information or offer comfort of support to the perpetrators."

The KBP said it will discuss its findings with government authorities to improve government and media interface and protocols in similar situations.

It said initial findings showed media personnel covering the crisis strictly obeyed police instructions to stay outside the perimeter. "Only when the authorities signaled that the hostage-taker was neutralized, and apparently allowed access, did the media (and the onlookers) enter the perimeter," KBP said.

It also noted that the police failed to provide important or significant information on the status of the negotiations and that no single person was clearly in charge of the operations.

Hostage-taker last spoke to radio station

Broadcast journalist Erwin Tulfo, who said he was radio station RMN-DZXL’s reporter at the Rizal Park hostage-taking incident, earlier told a Senate investigation that he and RMN-DZXL’s anchor were on a three-way phone conversation with the hostage-taker before he began shooting inside the hijacked tourist bus.

Tulfo is also with television station Channel 5.

Mendoza, disgruntled over what he thought was his unfair dismissal from the force which took away his benefits due his retirement next year, hijacked a tourist bus, demanding his job back. The world watched in shock from the media coverage that showed police clumsily rescuing hostages in the last hours of the crisis. Eight Hong Kong tourists died.

Tulfo said RMN-DZXL called Mendoza for an interview and was speaking to him 30 to 45 minutes before the shooting rampage.

He said he, along with radio anchor Michael Rogas, was on a three-way phone interview with the hostage-taker. He was on the phone as he did the special coverage of the crisis from the ground, close to the crisis command and control center.

Tulfo said he asked for 5 minutes to be allowed to relay to the police Mendoza's request about his arrested brother.

Mendoza’s brother, Gregorio, also a police officer, was forcibly arrested in full view of covering television cameras. A hostaged Filipino driver, who managed to escape before Mendoza went on a rampage, said Mendoza saw the brother’s arrest on television.

Tulfo recalled that during the conversation with a then already hysterical Mendoza, he and Rogas tried to simultaneously assuage Mendoza and relay to the police his demand for the release of his brother.

“As far as I can recall, nagmumura po siya… 'Magsasampol ako rito!' and then nagsisigaw yung anchor, 'Sandali lang,' and then the anchor was overheard on radio na, 'Erwin, gawan mo ng paraan ‘yan!' Sabi ko, ‘Eto na, eto na.’”

Tulfo went on to explain: “It was the anchor… who was trying to stop Captain Mendoza.  What I did was, I was told by the anchor to look for police officials to give in to the request of Captain Mendoza to release his brother.”

But he failed to relay the message because the negotiator, whom Mendoza had been speaking with the entire day, was not anymore at the command center.

Tulfo et al violated set 2007 journalistic guidelines

Tulfo, Rogas & RMN violated multiple journalistic guidelines that had already been set by the Center for Media Freedom and Responsibility (of which ABS-CBN's own Tina Monzon-Palma is a board of director) back in 2007 after learning lessons from the Armando Ducat hostage situation.

* Provide no live coverage of hostage-takers, which gives them an unedited propaganda platform.
* Avoid making themselves part of the story.
* Avoid making telephone calls to terrorists
* Refrain from doing anything that could endanger the lives of hostages.
* Always assume that the hostage-taker, gunman, or terrorist has access to the reporting. (What is reported via television may compromise the safety of hostages, ongoing negotiations or rescue plans.)
* Avoid describing with words or showing with still photography and video any information that could divulge the tactics or positions of Special Weapons and Tactics (SWAT) team members.
* Fight the urge to become a player in any standoff, hostage situation, or terrorist incident. Journalists should become personally involved only as a last resort and with the explicit approval of the top news management and the consultation of trained hostage negotiators on the scene.
* Be forthright with viewers, listeners, or readers about why certain information is being withheld if security reasons are involved.
* Seriously weigh the benefits to the public of what information might be given out versus what potential harm that information might cause. This is especially important in the live reporting of an ongoing situation.
* Strongly resist the temptation to telephone a gunman or hostage-taker. Journalists generally are not trained in negotiation techniques, and one wrong question or inappropriate word could jeopardize someone’s life. Furthermore, just calling in could tie up phone lines or otherwise complicate communication efforts of the negotiators.
* Challenge any gut reaction to “go live” from the scene of a hostage-taking crisis, unless there are strong journalistic reasons for a live, on-the-scene report. Things can go wrong very quickly in a live report, endangering lives or damaging negotiations. Furthermore, ask if the value of a live, on-the-scene report is really justifiable compared to the harm that could occur.
* Give no information, factual or speculative, about a hostage-taker’s mental condition, state of mind, or reasons for actions while a standoff is in progress. The value of such information to the audience is limited, and the possibility of such characterizations exacerbating an already dangerous situation (is) quite real.

Tulfo, Rogas & RMN who tied up Mendoza's phone (preventing communications with authorities) were completely unqualified & had no business talking to Mendoza. Their part in causing the tragedy is completely transparent and appropriate actions have to be take.

Erwin Tulfo - Super Galing Mo!

Mr. Erwin Tulfo, huwag ka ng mangatwiran. Palpak ka talaga. Sa isip mo, super galing ka. Lahat ng makausap mo sa radyo and tv program mo, kung murahin mo parang lahat sila ay pinakakain mo.

Ngayon, murahin mo ang sarili mo. Pakialamero ka. Gusto mong sumikat pati na ang tv at radio programs mo kaya panay ang papel mo sa hostage taking incident.

Tanggapin mo ang lahat ng mura at msasamang salita na pinupukol mo sa mga tao na hindi ko kayang sabihin.

Mag resign ka na sa pagiging radio commentator mo at sa tv program mo. Wala kang karapatan na. May dugo sa mga kamay mo!!!

This is precisely why other people,(besides the negotiator) should not be talking to the hostage-taker. It would take you a long time to talk to or locate the real negotiator (who can "supposedly" appease the hostage-taker).

This was not the time for media to be interviewing an unstable person. Then Tulfo had the gall to say that the negotiator was not at the command center. Excuses!!!


Ang kapal ng mukha ni Erwin

Ang kapal ng mukha ni Erwin Tulfo!!! Now where is your bravado?! When you interview people in your show, you don't even give them the presumption of innocence, you immediately judge them and you don't even know how to treat people with respect.

Now that you are in hot water over what you did? Shouldn't you be hanged alongside with the anchor?! You who does not believe in due process should not be given one. What goes around, comes around.

You definitely interfered with police operations as well as negotiations with Mendoza. Why? Are you qualified to act as a negotiator??? Are you trained in negotiating with hostage takers or even trained as a psychologist???

Now you take refuge and make excuses. You said, that when you were talking with Mendoza, the negotiations have failed. So what??? Still that doesn't give you the right to act as a negotiator. Feeling hero kasi. Bakit ngayon ang tahimik mo Erwin Tulfo?

To KBP, could you please hurry up the investigation. Anyone, can see that these 2 clowns broke at least 1 law. Pinapatagal nyo pa.
