MANILA - Commission on Human Rights (CHR) Chairwoman Leila de Lima said Saturday that Deputy National Security Adviser Luis "Chavit" Singson can be charged administratively for allegedly beating up his common-law wife Rachel "Che" Tiongson.

De Lima said there was "arrogance" on the part of Singson, which can be a basis for the filing of an administrative case against him, under the Code of Conduct for public officials.

"Human rights violations should not be tolerated especially since the Magna Carta for Women has just been signed into law," the CHR chief said.

She said Malacañang should not just tell Singson to behave, but find out the possible administrative liability of the deputy national security adviser.

"Kailangan malaman kung may pananagutan. He is powerful. Hindi puwedeng ganun-ganon na lang (His possible liability should be made known. He is powerful. You cannot just leave it at that)," De Lima said.

Press Secretary Cerge Remonde said Friday that Malacañang has told Singson to “behave properly” and “submit himself to due process of the law.”

Remonde said Malacañang's actions on Singson will "depend on the outcome of the case."

Meanwhile, De Lima said the CHR can conduct a parallel investigation to determine the possible human rights violation committed by Singson for allegedly hurting Tiongson after seeing her with another man.

She, however, said that Tiongson would have to formally ask the CHR or file a complaint with her office before she orders an investigation.

Tiongson has filed a complaint against Singson for his alleged violation of Republic Act 9262 or the Anti-Violence Against Women and their Children Act.

Singson was accused by his common-law-wife of mauling her and her male companion in Tiongson's Quezon City apartment, which is being rented by Singson.

In an interview over dzMM on Wednesday, Singson said it was the second time he caught his wife in the company of a younger man.

He has revealed that young actor Cogie Domingo was his wife's previous lover. He said the 23-year-old actor had an affair with Tiongson last year.

"Hindi ko nakausap. Hindi ko nakita. Hindo ko rin nahabol na kasi pumunta na sa States," Singson told ABS-CBN News.

Singson said the second man was Richard Catral, 38, who is married with children. Catral allegedly introduced himself as a bachelor when he and Tiongson met.
