Lacson gives preview of speech on Dacer-Corbito case
Saying he needed to consult with his lawyers, Sen. Panfilo Lacson called off a scheduled privilege speech on Tuesday on the abduction and killing of publicist Salvador "Bubby" Dacer and his driver Emmanuel Corbito in November 2000 in which he and former president Joseph Estrada are being implicated.
Lacson, however, gave a preview of what’s in store.
“Una, I will delve on the Dacer-Corbito murder case. Pangalawa, iyong what was Joseph Ejercito Estrada when he was still a government official. And pangatlo, iyong lowdown tungkol sa totoong nangyari sa aming dalawa ni FPJ [Fernando Poe Jr.],” said Lacson.
Lacson said his speech was prompted in part by his ongoing verbal tussle with Estrada.
Lacson had suggested that Estrada drop his presidential plans for the sake of opposition unity. Lacson made the statement a day after Sen. Manuel “Mar” Roxas II withdrew from the 2010 presidential race and announced his support for the candidacy of Sen. Benigno “Noynoy” Aquino III.
Lacson’s statement prompted Estrada to remind Lacson that he himself caused disunity in the opposition when he refused to give way to Fernando Poe Jr. in the 2004 presidential race.
“Nakakaturete na ng tenga iyong marinig ko iyong ganoon. Naipaliwanag ko na sa kanila kung ano talaga ang namagitan sa amin at ano talaga ang nangyari. Naipaliwanag ko na ang lahat at malinaw naman sa kanila. Bakit paulit-ulit sila na pinagbibintangan ako, sa akin tinatambak iyong sisi kung bakit noong 2004 ay nagkaroon ng disunity,” said Lacson.
Lacson also took exception to Estrada’s suggestion that Lacson alone could have given the orders to go after Dacer and his driver Corbito.
Lacson headed the Presidential Anti-Organized Crime Task Force (PAOCTF) whose members were charged for the crime.
“Anong basehan niya at sinabi niya na ako iyong, ang nagsupervise ng Oplan Delta. Mabuti pa nga siya dahil alam niya iyong meron palang Operation Delta. Ako sa diyaryo ko lang nga nabasa ‘yon. Bakit niya ngayon pinapasa sa akin iyong sisi tungkol doonm” said Lacson.
Estrada for his part said he iss unfazed by Lacson’s impending revelations on the Dacer-Corbito double murder case.
“Meron pa bang pasabog sa akin? Lahat sumabog na eh,” said Estrada in an interview.
Despite the latest skirmish with the former president, Lacson believes some quarters were also trying to create a wedge between him and his former boss.
Among them, he said is a senator whom he did not identify.
Itago na lang natin sa pangalang... iniimbestigahan natin ngayon,” said Lacson before leaving the reporters.

I do believe Lacson’s expose on Erap’s smuggling activities because in one of the Economic Intelligence Investigation Bureau’s (EIIB) apprehension of smuggled luxury cars, Erap’s enforcer, Gen. Calimlim, had a heated argument with EIIB people. Can you imagine that during Erap’s time, SMBA in Subic is the outlet of smuggled cars (what is this, legalized smuggling?) Needless the say, the EIIB people relented and the smuggled cars were brought to the Malacanang grounds. Immediately thereafter, the smuggled cars amazingly disappeared like the master stroke of David Copperfield. From Lacson’s expose’ you can just imagine the ingenuity of Erap’s corruption. By creating a Presidential Task Force against smuggling, he virtually created a diabolical scheme AT PINAGSAMA ANG MANGHULI AT HUHULIHIN.
I also want to mention that Erap Velarde de Bigote created a Presidential Task Force to deal with TAX CREDIT SCAM of which Sen. Lacson was also a member. The importance of this issue of corruption is that ITS ILL-EFFECTS ARE FAR MORE GREATER THAN SMUGGLING AND JUETENG COMBINED. I urged Sen. Lacson na kung meron siyang alam na katiwalian dito ay dapat isama nya sa kanyang susunod na expose’. I also have personal knowledge on this issue but for now, I don’t want to preempt the good senator. However, I will just give a brief background.
Tax Credit Certificate was given life by an Executive Order issued by the late Pres. Cory Aquino. Its main purpose is laudable which is to give tax exemptions to corporations that import raw materials. The ultimate purpose of which is to encourage business activity. The problem is that these certificates are negotiable and the employees and officers (One Stop Shop, Dept. of Finance) who carried the purposes of this Order were corrupt. Almost all oil companies and majority of manufacturing companies, participated either directly or indirectly in these scams. So, you can’t even imagine the monstrosity of these scams. THE TRUTH OF THE MATTER IS THAT, IT PRACTICALLY BLEEDS THE PHILIPPINE COFFERS TO DEATH. If you remember the 60 billion tax credit certificate scam hit the headlines for almost one week. CHINGKOE’S CASE IS JUST THE TIP OF THE ICEBERG.
In fairness to the late Pres. Cory Aquino, she never foresaw that her Executive Order will give life to a monster because the corruption started and rose to incredible heights after her incumbency.
WITH THIS IN MIND, I URGE SEN. NOYNOY AQUINO THAT ONCE HE FINALLY HOLD THE REIGNS OF POWER, THE FIRST ACT HE SHOULD DO IS TO ANNUL OR ABOLISH THE SUBJECT EXECUTIVE ORDER!!!

INSOFAR AS LACSON'S REVELATION OF ERAP'S SMUGGLING ACTIVITIES IS CONCERNED, I HAVE PERSONAL KNOWLEDGE OF SUCH ACTIVITIES BEING A FORMER GOVERNMENT OFFICER. IN ADDITION, IT WAS NOT JUST ERAP BUT HIS FAMILY, (BOTH INSIDE AND OUTSIDE) WHO PARTICIPATED IN SMUGGLING.
IF YOU REMEMBER, ECONOMIC INTELLIGENCE AND INVESTIGATION BUREAU (EIIB) WAS CLOSED DURING ERAP'S SHORT STINT IN THE GOVERNMENT, ALLEGEDLY FOR DUPLICATING THE FUNCTIONS OF THE BUREAU OF CUSTOMS. BUT THE TRUTH OF THE MATTER, IS THAT ERAP WAS SUSPICIOUS THAT HE CANNOT CONTROL EIIB PEOPLE BECAUSE OF HIS BELIEF THAT IT WAS STILL LOYAL AND WORKING FOR FORMER PRES. RAMOS SINCE EIIB WAS CREATED BY A TOP RAMOS' ADVISER.
HIS SUSPICION WAS REINFORCED BY THREE SMUGGLING ARRESTS MADE BY EIIB, NAMELY: THE SMUGGLING OF LUXURY CARS BY HIS SON, THE SMUGGLING OF LAP TOP COMMPUTERS BY HIS "ALLEGED" KUMPADRE, AND THE SEIZURE OF A BOAT CONTAINING SMUGGLED GOODS OWNED BY HIS MISTRESS WHICH ARE "ALLEGEDLY FOR CHRISTMAS GIFTS." THE LAST INCIDENT BLEW ERAP'S TOP AND PROMPTED HIM TO ABOLISH EIIB. ALL OF THESE CASES WERE KNOWN BY HIS FORMER FINANCE SEC. ESPIRITU (REVILLA'S IN-LAW, EIIB WAS UNDER THE DEPT. OF FINANCE) WHO EVENTUALLY VOLUNTEERED AS WITNESS AGAINST ERAP IN THE CELEBRATED IMPEACHMENT TRIAL. I AM NOT SURE IF LACSON KNEW OF CIRCUMSTANCES OF THESE CASES BUT IF HE DOES, HE SHOULD INCLUDE THIS IN HIS SUBSEQUENT EXPOSES.
