MANILA, Philippines - Despite the many controversies surrounding former Interior Undersecretary Rico Puno, he has found an ally in Agriculture Secretary Proceso Alcala. 

Alcala on Wednesday said Puno is welcome in his department if President Aquino appoints him there. 

He said the undersecretary for livestock position is vacant and can be filled up anytime. 

Alcala believes that Puno should not be judged right away by the public and should instead be given a chance to explain himself. 

He said that Puno should be able to clear himself. 

The budget of the Department of Agriculture will continue to be tackled on Thursday by the House of Representatives.
