Lacson hits Erap's 'shady' deals
MANILA - Senator Panfilo Lacson on Monday said former President Joseph Estrada knew of the so-called Oplan Delta, or the plot to kill publicist Salvador "Bubby" Dacer 9 years ago, and bared the former leader's other alleged "shady" dealings when he was in Malacañang.
As part of his privilege speech at the Senate, where he also revealed Estrada's alleged connections to the illegal numbers game "jueteng" and other "shady" transactions, Lacson did not directly say if the former president was involved in the crime, but revealed that he will deliver another privilege speech soon. He also blasted his former boss for allegedly pointing fingers to cover up his knowlege of the plan. Oplan Delta's alleged result was the murder of Dacer and his driver, Emmanuel Corbito, back in November 2000.
"Mr. Estrada had the temerity to issue a statement that I knew of Oplan Delta to neutralize Bubby Dacer. Mabuti pa si Erap, alam nyang may Oplan Delta. Ako kailan ko lang nalaman. Bakit kelangan niya magturo ng iba?" Lacson said.
Lacson also touched on Estrada's second bid for the presidency.
"Now he is presenting himself again to the Filipino people, after 8 years of corruption, I would be remiss in my sworn duties as an elected member of the Senate if I did not unburden myself of my insights into the character of Estrada," he said.
"Marami magsasabi hindi ako marunong tumanaw ng utang na loob, hindi naman rin matatawaran ang tulong sa kanyang katanyagan nung sya nanunungkulan bilang bise presidente," he said.
Lacson closed his speech with "God save the Philippines from Joseph Ejercito Estrada."
'Lies,' says Jinggoy
Senator Jinggoy Estrada, the former leader's son, branded Lacson's allegations as lies.
The younger Estrada said that if Lacson will continue maligning his father, he will come out with his own privilege speech against his colleague and former Philippine National Police chief.
"If this gentleman will not stop telling lies about my father I will tell the truth about Sen. Lacson," he said. (Read: Lacson exposé 'lies,' says Jinggoy)
Alleged anomalies
With his privilege speech, Lacson made true of his threat to reveal alleged anomalies committed by Estrada.
His speech focused on his accusation of Estrada protecting jueteng operations and benefitting from the illegal numbers game.
Lacson, who was appointed PNP chief by Estrada in 1999, waged a war against the illegal numbers game while he was at the helm of the PNP, but claimed he was asked by Estrada to stop his anti-jueteng drive.
Lacson also claimed Estrada was involved into what he called "shady transactions," and that Estrada allegedly used his position to enrich himself.
Lacson also accused Estrada of forcing businessman Alfonso Yuchengco to sell his shares in the Philippine Telecommunications Investments Corp (PTIC) to Manuel V. Pangilinan of the Metro Pacific Group. With reports from the ABS-CBN News Channel

In this regard, I would just like to comment on Sen. Santiago's concern and unsolicited advice.
Inquirer reported this and I quote, “Senator Lacson and President Estrada appear to be engaged in MAD, or mutually assured destruction. They’re throwing slime balls at each other and if they don’t stop they might succeed in covering each other with mud....” She advised that Sen. Erap and Lacson should settle their issues in court.
So what's the problem senator?
While it is unbecoming for those concerned to voice out their grievances on the senate floor, the circumstances warrant those privilege speeches. We cannot deny, that these things are closely intertwined on the peoples' decision for this coming presidential election. Therefore, it is not only imperative that such speeches will continue until terminated by the protagonists but that THE PEOPLE HAS THE RIGHT TO KNOW!
Bringing the issues directly to the court will not serve the unsuspecting electorate on the following grounds: First, If you bring this matter directly to the court, how can we be assured that these issues will be resolve before the presidential election? Second, the cases that would be filed in court will undergo a judicial trial, not an impeachment proceeding. How then will the people know of its development? How could the people be considered "INFORMED VOTERS?" MORE IMPORTANTLY, HOW COULD THE PEOPLE PREVENT AN EX-CONVICT, PROVEN PLUNDERER AND SUSPECTED MURDERER WITH A TWISTED DEFINITION OF CORRUPTION RECLAIM THE REIGNS OF POWER???
Afterall, they can always proceed to the court after these senate "intramurals".

Why Now?
Sen. Lacson privilege speech was timely! His message is clear that because his name has been dragged into the Dacer-Corbito murder case, he has to clear this by pointing the "possible" real instigator. He has been doing this by pointing to the many shaddy deals, duplicity and unethical conduct of the previous president of the Philippines.
It is very clear that Mr. Lacson will not benefit by neutralizing Dacer because he was not the one affected by any expose of Dacer.
It was good that Mr. Lacson emphasized that Erap would go his way, by passing even the PNP and perhaps other agencies of government to impose his will, even illegal.
That rice smuggling indeed happened but who ever was behind this should be exposed as well.
I heard a testimony of a ranking officer who was dismayed that someone at the top intervened when they were about to apprehend a boatload of smuggled rice from Vietnam that was about to dock in Naga, Cebu.

Di yata kapani-paniwala ang dahilan ni Lacson sa pagsisiwalat nito. Aniya, tatakbo kasi si Erap sa pagka-pangulo.
Kung ganito ang kanyang objections:
1) Dapat noon pa niya isiniwalat ang nasabing akusasyon kasama sa mga naging kaso ni Erap noon.
2) Nahatulan na si ERAP at nakulong pa, ano pa ba ang babalikan sa halos isang dekada na paglilihim ng nalalaman ni LACSON?
3) Kung kaisang-diwa ni LACSON ang maraming PILIPINO, ano pa ang ipinangangamba niya na manalo ulit si ERAP? Hindi ba kawalan ito ng pagtitiwala sa taong-bayan? O kaya talagang alam ni LACSON na hindi naging malinaw sa taong bayan ang naging takbo ng kaso ni ERAP.
4) Kung hindi malinaw sa taong-bayan ang naging kaso ni ERAP at naniniwala pa rin sila kay ERAP, hindi ba dapat responsibilidad ng sinumang katulad ni LACSON na ihayag na ito sa simula pa lamang?
5) Kung nais ni LACSON na ihayag ang nalalaman niya kay ERAP, bakit pa niya gagamitin ang senado para mag-privilege speech. Pwede naman niya ito gawin kahit saan. Ganito na ba ang kaukulang ng privilege speech ngayon? Samakatwid pwedeng gamiting indirect propaganda campaign ang privilege speech ngayon pa lang.

I do believe Lacson’s expose on Erap’s smuggling activities because in one of the Economic Intelligence Investigation Bureau’s (EIIB) apprehension of smuggled luxury cars, Erap’s enforcer, Gen. Calimlim, had a heated argument with EIIB people. Can you imagine that during Erap’s time SMBA in Subic is the outlet of smuggled cars (what is this, legalized smuggling?) Needless the say, the EIIB people relented and the smuggled cars were brought to the Malacanang grounds. Immediately thereafter, the smuggled cars amazingly disappeared like the master stroke of David Copperfield. From Lacson’s expose’ you can just imagine the ingenuity of Erap’s corruption. By creating a Presidential Task Force against smuggling, he virtually created a diabolical scheme AT PINAGSAMA ANG MANGHULI AT HUHULIHIN.
I also want to mention that Erap Velarde de Bigote created a Presidential Task Force to deal with TAX CREDIT SCAM of which Sen. Lacson was also a member. The importance of this issue of corruption is that IT’S ILL-EFFECTS ARE FAR MORE GREATER THAN SMUGGLING AND JUETENG COMBINED. I urged Sen. Lacson na kung meron siyang alam na katiwalian dito ay dapat isama nya sa kanyang susunod na expose’. I also have personal knowledge on this issue but for now I don’t want to preempt the good senator. However, I will just give a brief background.
Tax Credit Certificate was given life by an Executive Order issued by the late Pres. Cory Aquino. Its main purpose is laudable which is to give tax exemptions to corporations that import raw materials. The ultimate purpose of which is to encourage business activity. The problem is that these certificates are negotiable and the employees and officers (One Stop Shop, Dept. of Finance) who carried the purposes of this Order were corrupt. Almost all oil companies and majority of manufacturing companies, participated either directly or indirectly in these scams. So, you can’t even imagine the monstrosity of these scams. THE TRUTH OF THE MATTER IS THAT, IT PRACTICALLY BLEEDS THE PHILIPPINE COFFERS TO DEATH. If you remember the 60 billion tax credit certificate scam hit the headlines for almost one week. CHINGKOE’S CASE IS JUST THE TIP OF THE ICEBERG.
In fairness to the late Pres. Cory Aquino, she never foresaw that her Executive Order will give life to a monster because the corruption started and rose to incredible heights after her incumbency.

THERE WERE NO SPEPICIFICS. I WOULD SURMISE THAT SEN. LACSON WOULD DELVE ON SPECIFICS IN HIS SUCCEEDING EXPOSES, SPECIALLY THE PARTICIPATION OF ERAP'S FAMILY AND FRIENDS NAMELY: HIS KUMPADRE JAIME DICHAVEZ, HIS SONS, AND HIS FAVORITE MISTRESS.
