Reyes says Arroyo's 'emergency powers' limited

MANILA - Energy Secretary Angelo Reyes shot down criticisms raised against his suggestion that President Gloria Macapagal-Arroyo should be given "emergency powers" to resolve the looming power crisis next year.

The possible power blackouts due to power supply shortages raised alarm among concerned groups who are worried that blackouts will occur on election days in 2010.

Reyes recommended that the President should be given "emergency powers" to deal with the situation, as provided in the Electric Power Industry Reform Act (EPIRA). This recommendation raised numerous questions from critics, who say the move will have "unfavorable implications."

"Why does it have to take an emergency power to address the situation if it has been foreseen? And, had the energy needs of our country been managed well, it would have developed up to the point where you will need emergency powers to deal with the situation," said Senate Minority Leader Aquilino Pimentel Jr. in an interview with Business Mirror.

Reyes clarified, however, that the president's emergency powers will only be limited to dealing with the power supply problem.

"I don't know why people are so worried, nakalagay naman sa batas. Limitado ang power ng presidente. And that is just to address the electricity shortage. Kung tutuusin ang mas powerful dito ay ang Congress, dahil kailangan ang kanilang concurrence o go signal for such emergency power," he said.

(I don't know why people are so worried, it's stated in the law. The president's powers are limited. And that is just to address the electricity shortage. In fact, Congress is more powerful because we need their concurrence or "go signal" for such emergency power.)

The Energy Secretary said he has not formally made a recommendation, opting to discuss the matter with President Arroyo first. Should he make a recommendation to give the president emergency powers, Reyes insisted this is legal under the EPIRA.

Reyes said he requested from Commission on Elections Chair Jose Melo a list of automation equipment to be used in 2010, including details on the power ratings and voltages of counting machines.

He said this is to estimate how much power is needed during election season, as the Department of Energy is in charge of power supply, transmission, and distribution. With a report from Business Mirror.

Magaling talagang mag-istratehiya itong hinayupak na si Reyes, palibhasa kasi inutil sa DOE kaya kung anu-ano naiisip.. Sino naman ang alam mong maniniwala sa mga kabalbalang naiisip mo, buwisit umalis ka nalng kaya diyan sa pwesto mo, matutuwa pa ang taong bayan kasi inutil ka naman diyan e, at wala kang alam diyan, isa pa hindi ka competent sa puwestong iyan, kaya tsu,tsu,tsu! May nalalaman ka pang emergency power ng amo mong pandak ha, para ano power para bumili ng kandila, power para magsindi ng sulo, o kaya'y power para laging may dalang posporo...palibhasa wala ng power yang utak mo, kaya kung ano-anong power na iyan sinasuggest mo. Kung alam mong magkakaroon ng brownout ngayun palng gumawa ka na ng paraan bogok, hindi yung anong klaseng power ang sinasuggest mo. Bakit ba kasi ikaw ang nakaupo diyan, hindi ka naman energetic, isa kang fanatic ni bansot. Lord kayo na po ang bahala sa taong singaw na ito.

'Yan ang maririnig mo sa isang hindi kwalipikadong secretary (ni hindi nya naisip na anumang problema sa kuryente ay produkto ng kanyang incompetence!). Palibhasa puro sundalo at pulis na BoBo ang mga opisyal ni Arroyo- walang competent na managers na nakikita hindi lang ang problema ngayon kundi sa malapit na hinaharap.
