17 institutions seen less corrupt under PNoy

MANILA, Philippines – Local executives believe 17 government institutions are now more sincere in fighting corruption under President Aquino, according to the latest Social Weather Stations survey revealed Tuesday.

SWS president Mahar Mangahas said the 2012 SWS Survey of Enterprises showed 71% of local executives see less corruption in the public sector now compared to the administration of President Arroyo, while only 2% see more corruption now.

The survey is based on interviews of executives of 826 companies (281 large, 545 small/medium) from July 16 to September 14, 2012.

Mangahas noted that of 20 government institutions rated for sincerity in fighting corruption, 17 improved their net sincerity ratings from 2009 to 2012.

The best performer, according to the survey, is the Office of the President, which improved in net sincerity in fighting corruption to an Excellent +81 in 2012, from a Bad -37 in 2009.

“It is a complete turnaround from Bad to Good,” Mangahas said during the Second Integrity Summit.

Sixteen government institutions also showed improved sincerity ratings for the past 3 years. They are:

Department of Health – From +37 in 2009 to +60 in 2012
Department of Trade and Industry – From +38 in 2009 to +59 in 2012
Department of Education - From Zero in 2009 to +49 in 2012
Senate - From -1 in 2009 to +38 in 2012
Office of the Ombudsman - From -8 in 2009 to +38 in 2012
Sandiganbayan - From +8 in 2009 to +27 in 2012
DILG - From -25 in 2009 to +27 in 2012
DBM - From -17 in 2009 to +22 in 2012
DOTC - From -30 in 2009 to +10 in 2012
DENR - From -34 in 2009 to +1 in 2012
House of Representatives - From -34 in 2009 to -2 in 2012
Philippine National Police - From -17 in 2009 to -8 in 2012
Bureau of Internal Revenue - From -57 in 2009 to -18 in 2012
DPWH - From -65 in 2009 to -23 in 2012
Land Transportation Office – From -39 in 2009 to -26 in 2012
Bureau of Customs – From -69 in 2009 to -45 in 2012

On the other hand, three government institutions showed a slight dip in sincerity ratings in fighting corruption. They are:

City Government – From +35 in 2009 to +24 in 2012
Supreme Court – From +40 in 2009 to +23 in 2012
Comelec – From -8 in 2009 to -14 in 2012
