'Automation won't stop all forms of cheating'
MANILA - Poll automation will not stop other forms of cheating, like pre-shading of ballots and shading of unused ballots.
Commission on Elections (Comelec) legal department head Ferdinand Rafanan said automation is a “big step” in reforming the country’s electoral system, but it will not be able to totally prevent cheating.
“We are making a major breakthrough…but it does not provide for everything,” Rafanan said during a special forum on poll automation aired over ABS-CBN News Channel (ANC) on Monday.
Nacionalista Party (NP) spokesman Adel Tamano cited the case in Mindanao where the practice of filling up ballots a day before election day is rampant.
He expressed concern that under automation, it would be more difficult to detect fraud since voters will only have to shade the ballots, unlike in the manual system where the handwritings, at least, can provide clues whether the ballots have been pre-filled or not.
Former Surigao del Sur district representative and losing senatorial candidate Prospero Pichay aired his concern on unused ballots in case of low voter turnout, or where a large number of voters fail to vote in particular precincts.
Pichay also pointed out that the official voters' list remains bloated and questionable, raising the possibility of authentic ballots being used for fraud.
Under automation, a precinct is allocated the exact number of voters registered there.
Change in values
Cesar Flores, international sales director of Smartmatic, the foreign partner that won the bid to automate the May 2010 polls, said pre-filling up of ballots is “more procedural than technical” indicating that this is not within the control of the machines.
While he agreed that “pre-filling up of ballots is potentially an issue,” he said this kind of cheating cannot be pulled off without the participation of voters.
“If voters allow themselves to be compromised, there is little we could do with that,” he said.
Parish Pastoral Council for Responsible Voting (PPCRV) lawyer Howard Calleja said pre-filled ballots “is not the problem of automation.” He said that a totally clean and honest electoral exercise would need “a change of values in the voters.”
Rafanan said the speed by which the machines will count the votes and the immediate transmission of the results from the precincts to the municipal level will deter traditional forms of cheating.
Fingerprint identification
Rafanan said multiple voting, which is a traditional form of cheating that poll automation cannot prevent, can be tempered once the Comelec is able to implement fingerprint identification. The Comelec has already awarded the contract for this P1.6 billion project.
“When we interface this (fingerprint identification) with automation, there is no more problem (on multiple voting),” Rafanan said.
As for wholesale pre-shading of ballots and whether the ballots are inserted individually or fed by only one person, Rafanan suggested that closed-circuit televisions (CCTV) be installed in “hotspot’ precincts.
Rafanan did not say whether the government will adopt his proposal.

Basta maging "vigilante" tayo sa darating na eleksiyon 2010. Kahit na may "auto-mated" o "automatic mated" na ang dayaan in favor of andak ay hindi na nating tatan-tanan ang kalokohan nila. Hindi na pwede ngayon ang mga katulad ni Kiko Pangilinan na "NOTED!" sa kongreso.
Tutal ay pinahirapan na ng mga gobyerno ang mga tao kasama na ang samut-saring kalamidad dapat ay tuloy-tuloy na sa isang tunay na "rebolusyon" sa pagpapanibago ng gobyernong Pilipino.

IT works
As a system developer, even if you have the best system it'll become nonsense if you have the worst user. GIGO (Garbage-In, Garbage-Out). Lahat ng system sa mundo may limitation. Let's educate our people first before we use such system. Sayang lang din ung ginastos kung di rin magamit ng maaayos.
On my opinion, much better if they used touch screen devices. Voters just select whoever they want by tapping the screens. And fingerprint as ID., Paper-less. No pencil.

Oy 1997 Pa Ipinasa Ang Batas Sa Poll Automation!
Mag sasampung taon na sa Malakanyang itong presidenting naging saksakan ng yaman pero hanggang ngayon iyang Republic Act (RA) 8436 na ang pangalan ay Poll Modernization Law ay hindi man lamang naipatupad! Sa halip ang naging paboritong sistema ng mga kandidato ay itong Hello Garci dahil diyan sila madaling manalo.
Kung iyang poll automation ay talagang mahusay bakit hindi ipinilit ng Korte Suprema na iyan ay magawa agad lalo pa nung naglalaban si Pandak at Panday sa pagka presidente. Katunayan, ang ginawa nitong mga corrupt na huwes sa Korte Suprema ay pinawalang bisa ang kontrata na sana'y magbibigay sa Pilipinas ng isang malinis na halalan, kung tunay ngang ito'y hindi madadaya.
Ang tao ang may pagiisip, hindi iyang makina. Napakadaling gawan ng paraan upang ito'y hindi gumana ng maayos, katulad ng blackout doon sa mga bailiwick ng oposisyon.
Kaya huwag nating sabihing perfect yang poll automation, wala pang ginawa ang tao na naging perfect.
Automation really works!
Being in the IT sector and having taken a board exam using shading as means of choosing the answer, poll automation will work. What we are all concerned is that we don't trust whoever is controlling the election.
Pre-shaded ballots? This is crazy! If there are pre-shaded ballots then whoever is giving the ballots to the voters is in cohorts with the cheaters! There are several ways to prevent this:
1. Each ballot will have id number unique per precinct only
2. Ballot is scanned as a sign that the ballot is clean and given to voter
3. Ballot is scanned again before putting in the ballot box to check if ballot has been properly dispensed and really belongs to the precinct.
We should not alarm people by giving away crazy ideas. Let us educate ourselves first. Let us not be ignorant to technology.

Well, ang kailangan d2 ay bantayang mabuti ng bawat watchdog ng partido ang bawat presento. Una, kung walang bantay, maaaring ang nakaupo ay mag feed ng mga presign ballots lingid sa ating kaalaman. Kailangan ding maging aktibo ang mga mamamayan para mapigilan ang pagsabotahe sa blackout. Ang nakakatakot lang d2 as far as I am concern ay ang programming ng machines. Pwede iboto ang isang kandidato at ang lalabas sa machine ay kandidato ng administrasyon. For example, dun sa movie ng Man of The Year, konting maling sourcecode lang at tapos na ang eleksyon. Magagamit nila ito lalo na sa National elections...Pres at Vice Pres and Senatongs... di ba Madam Trapo.

Ngayon lang ata kayo nanibago sa talento ng mga noypi. Kahit ano pa gawin jan sa election ma automated man o hindi, mananalo pa rin manok ng administrasyon. Kaya nga nanalo ang contractor na yan para sa automated election dahil may flaws yan eh. Syempre hindi nila ipaalam sa atin na madadaya ang election natin sa pinas. Mahack nga ang FBI at ibang secured sights o government institution ng America dito pa kaya sa atin na shading lang na walang security features ang mga papel na yan. Halatang mas grabe pa ang dayan sa darating na election.

Ang ibig sabihin ng prefilled ballot, sila ang boboto para sa inyo pero ang kapalit ay pera. Ibibigay mo yung pangalan mo, bibigyan ka ng pera, tapos makakauwi ka na.
