Use DAP for gov't employees' pay hike - group
MANILA -- A group of government employees criticizes how government savings were used for the Disbursement Acceleration Program (DAP).
Ferdinand Gaite, president of Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE), said the money should have been used for more pressing matters.
He said the funds could have been used to increase the salaries of underpaid government employees.
"Sa halip na mapunta sa senators at congressmen, maging bahagi na dapat iyan ng allocation para sa pagdagdag ng sahod sa government employees. Siyempre kinokondena namin ito pero lalo kaming hindi makakapayag doon sa argumento na kapag humihingi kami ng dagdag-sahod ang laging sagot 'walang pera,'" Gaite told dzMM.
The issue of the DAP came up after Senator Jinggoy Estrada said in a privilege speech that the Palace gave senators incentives after ousting Chief Justice Renato Corona from office.
This prompted Abad to admit that 20 senators indeed received DAP allocations after the ouster of Corona. He, however, said these were not incentives.
Abad explained that the DAP is meant to ramp up government spending after sluggish disbursements caused the country's gross domestic product (GDP) growth to slow down to just 3.6% in 2011. – with ANC
