PNoy: Fund misuse under Arroyo exceeded P1 trillion
MANILA - President Aquino again criticized the administration of Gloria Macapagal Arroyo, saying misused government funds under Arroyo may have exceeded 1 trillion pesos.
Aquino said the Arroyo administration passed its budget on time only once in 10 years and because of the reenactments, some projects that have already been completed were again included in the succeeding year's budget.
He also insinuated that the stolen funds are now being used to dampen his anti-corruption campaign.
Aquino said the Arroyo administration made false assumptions of foreign exchange rates for debt servicing so it can make insertions.
"Ang pinakatalamak dito ay ang pagkalikot sa assumptions ng forex rate. May assumption papanukala ang ehekutibo. Bawal etong pataasin. Ang ginawa po nila, ng mga nakaraang Kongreso, kinalikot ang assumption para bumaba ang ating babayaran na foreign debt. Bigla ngayon may pondo na pwedeng ilagay sa ibang bagay. Dito sila kumuha ng espasyo para sa kani kanilang insertions. Mula 2008-2010 tinatayang 140.6 billion pesos pinaglaruang halaga dahil dito," he said.
Aquino also said over 23 billion pesos in Malampaya funds were misused in the past and his administration is making sure this will not happen under his watch.
"Ginamit sa pulitika para patabain ang mga kaalyadong nasa pwesto kabilang dito ang P3.96 billion na napunta sa priority development projects ng Palawan. Di po ba eto ang iniimbestigahan ng yumaong Dr. Gerry Ortega ng wala siyang awang paslangin? Tinigil na din po natin eto sa ilalim ng ating administrasyon lahat ng kusing na nanggagaling sa Malampaya fund ay naitutok sa proyektong magpapaunlad sa enerhiya tulad ng sitio electrification," he said.
Meanwhile, the President assured the public that more charges will be filed against those involved in the multi-billion pork barrel scam and that the justice department is just building up evidence against the culprits. - ANC
