Miriam: No way to justify DAP fund releases
MANILA -- Senator Miriam Defensor Santiago on Thursday said there is no way to justify the release of funds from the Disbursement Acceleration Program (DAP), which she said was illegal and unconstitutional.
In an interview with ANC's "Headstart," Santiago said lawmakers should not use the need of the public as an excuse for their pork barrel funds as well as the DAP.
She said the question on DAP should not focus on whether it was indeed used to help the people but whether it was constitutional or not.
"They're just trying to justify what is basically an unconstitutional action," she said.
"That is so trapo (traditional politician)!" she added.
Meanwhile, Santiago proposed that senators be given a fixed salary instead, saying that they have so much income "from this or that source" so they only presume that the money is properly or legally sourced.
"The best solution there is to just give one basic salary for every senator and don't give him anymore allowances or pork barrel."
"Why don't you just say for example...everyone will receive P200,000 and you withdraw from that amount his taxes so that it will come to about maybe P150,000," she said.
