Villar: Increase tax collection, not LGUs’ revenue share

If elected president, Senator Manuel Villar Jr. will work on improving the internal revenue collection of the national government, so it can allocate more for local government units (LGUs) without having to revise the sharing scheme between the 2 levels of governments.

In a forum with mayors and governors on Tuesday, Villar also urged LGUs to first maximize their local tax base, and tap international agencies and donors for assistance, before asking the national government for more funds.

Currently, LGUs get 40% of the internal revenue allotment (IRA); the rest goes to the national government. There have been proposals from the local government sector to either give LGUs a share in the collection of other revenue-generating agencies (like the Bureau of Customs) or to increase their share in the IRA to 50%, or even up to 70%.

The IRA covers up to 90% of the operational expenses of most LGUs. For 2009, P250 billion has been allocated as the IRA share of local provinces, cities, municipalities, and barangays.

Bigger collection

“Dapat ay palakihin muna ang resources na paghahatian; napakaliit ng pie (We should first increase the resources that we are going to divide; the pie is too small),” Villar said during his one-hour turn in the series of one-on-one interviews by local leaders with 4 presidential aspirants.

The other bets interviewed were Defense Secretary Gilbert Teodoro, and Senators Francis Escudero and Benigno Aquino III.

While many LGUs complain of inadequate funds, Villar explained that the national government have limited revenues, too. This is evident in the insufficient budget for state colleges and universities, poor healthcare, and the armed forces’ outdated facilities.

Villar said that the tax revenues the government generated in the early 1990s were higher compared to what the country is collecting at present.

During the time of President Fidel Ramos, tax collection reached 17%of the country’s gross domestic product, according to Villar. Under President Arroyo’s administration, the tax collected is only 13%of the GDP, or short of some P280 billion.

Maximum autonomy
He said that even if the percentage of the LGUs’ share in the IRA won’t increase under a Villar administration, he will provide “maximum autonomy” to local governments so that they will become less dependent on IRA.

Villar was applauded when he emphasized the need to instill accountability from national leaders down to the local executives.

He said that there should be a report card where the performance of government officials will be judged based on the policies they will institute and the projects they will implement, and not solely on general statements they release regarding pressing issues.

“When we say we built roads, classrooms, bridges, we should say how many. When we say we increase tax collection, we should say by how much,” Villar said explaining the criteria on measuring government officials’ accomplishments.

Incentives or rewards for officials who excel in managing their localities should not be limited to awards and citations; they should be given budget increases.

He, however, suggested that local executives who perform poorly should be advised about their standing and be encouraged to attend trainings on local governance.

Villar also said the pork barrel funds of lawmakers should be retained, but these should be used for priority development projects. As an example, he said, a president who prioritizes education should require that the pork barrel funds should be used only for education-related projects for one year. (Newsbreak)

Vote for the Most Qualified Candidate

Among all candidates for President, I honestly believe that Manny Villar is the Most Qualified. He possesses important ingredients that are very critical to govern our country to progress and decrease poverty. He has the political will; in fact he’s been in politics for quite a long time and even was the only politician who becomes House speaker and senate president. He has proven record in governance not only publicly but privately as well, and we all know that. After all, he’s the only pure Filipino who was able to grow his own business considerably and stand among Philippines top riches which is all occupied by half Chinese, half Filipino. Let us not judge the person of anything who’s not even proven by law as guilty of any corrupt doing. After all, who among other candidates can we consider as highly capable? If they are not someone who’s convicted of corruptions before, they just don’t have anything that we can say they’ve lead successfully before; they don’t even have dept experience in government. How about privately? Wherein I think corporate governance is very much respected in this country, as a matter of fact, you can see lots of public corporations turning private and management being turnover to private businessmen because they govern well. Funny how public corporation whose debt-ridden when they are manage by the government, all of a sudden become very profitable when handled by private businessmen. You can see clearly the difference of public governance and private governance. It’s about time for us Filipino to vote the president that would represent the Filipino people. Vote for the most qualified. I’m not pro Villar… I’m pro economy. If he has the makings of making the Philippine economy boom then I’ll definitely support him.

We shouldn't vote for this bull!, if we will elect this TRAPO to the Presidency,,,He wants bigger tax 'coz he wants bigger kickback...It will give another opportunity for the government officials to steal more from public funds... No wonder why he wants Willie Revillame on his Senatorial slot!!!...

Lower Government Spending

Hindi natin kailangan ng presidente ng pabor sa tax hike.
Ang kailangan natin ay president na pabor sa mas maliit na gobyerno
at mag focus sa job creations. Bigyan dapat ng incentives ang mga
big business na nag papalaki at nag bibigay ng maraming trabaho para sa mga tao. Alam po natin na ang gobyerno ang punot dulo ng corruption. We need get the big governtment out of our way and let the people decide which one are the best for them, hindi gobyerno.


Bigger funds bigger kickback

Tama si Villar. Kung may project that will cost 100 Million peses yong 60 Million ay mapupunta sa corruption at iyong 40 Million ay mapupunta sa actual na implementation. Kulang nga naman. Talagang dapat palakihin para malaki ang kita.


Increase Tax Collection...

Dagdagan ang kolekta sa tax? Sa papanong paraan na naman po..taasan ang income tax na binabayaran ng mamamayan or dagdagan ang tax sa pagkain? Hirap na po ang mamamayan sa kakaincreasse niyo ng tax pero hindi naman dun tunay na napupunta yang nakokolekta niyo e..taong bayan na naman ang papasan ng mungkahi niyo, sana po ganito sinabi niyo dapat ang tax na binabayaran ng mamamayan at nakokolekta ng gobyerno ay ginagamit sa tama at hindi ninanakaw! Tingnan nalang po natin yung sinasabi ni Sen. Mirriam na nakolektang tax ng road user's..ang masama po hindi naka-account kaya hayun saan napunta ang bilyun-bilyun nakolekta nawala as in ninakaw daw sabi ni madam senator. Mag-isip naman po kayo ng ikagagaan ng kalooban ng bayan at hindi iyong puro pahirap, unahin niyo ang mga magnanakaw sa gobyerno dahil sila po ang salot sa lipunan at sila ang naghahatid sa kapahamakan ng bayan.!
