MANILA, Philippines - The Commission on Elections will start screening those who filed certificates of candidacy (COC) for senator for the 2013 midterm elections including a man who claimed to be the husband of TV host Kris Aquino.

Comelec Chairman Sixto Brillantes said the poll body has begun accepting petitions for disqualification, denial of due course and declaration as nuisance candidates.

He said they have summoned candidates whose legitimacy have been questioned. Among those whose legitimacy has been questioned is Daniel Magtira, 52, who listed Kris Aquino as his wife in his COC.

Another senatorial candidate, Salam Lacan Luisong Tagean, claimed to be the owner of the entire Philippine archipelago.

The poll chief said he hopes to release a final list of senatorial bets in 2 weeks.

Shun premature campaigning

Brillantes again called on the prospective candidates to shun premature campaigning. He noted that some of the candidates were interviewed by the media after the period of filing of COCs, to the disadvantage of some candidates who cannot afford media exposure.

Brillantes urged the media to be careful when interviewing electoral candidates and to make sure no one gets undue advantage. He said that in some provinces, mayors have control over the media.

The poll chief conceded that nothing can be done since there is no law against media ownership by a politician.

He said he will leave it instead to the conscience of candidates and asked civil society groups to join the campaign against premature campaigning.
