Did DAP funds go to MNLF, CPLA?
MANILA - Malacañang on Tuesday denied that fund releases under the Disbursement Acceleration Program (DAP) were paid out to the Moro National Liberation Front (MNLF) and the Cordillera People's Liberation Army (CPLA).
Deputy presidential spokesperson Abigail Valte said disbursements from the DAP were made to the government's Payapa at Masaganang Pamayanan program or Pamana program in 2011.
She said the Pamana program is an item in the General Appropriations Act and is administered by the Office of the Presidential Adviser on the Peace Process. It is also subject to government auditing.
Valte responded to claims by former Congressman and former TESDA chief Augusto Syjuco that billions in DAP funds were given to the 2 rebel groups.
Syjuco has filed a petitioning assailing the constitutionality of the DAP.
Valte said the government is ready to defend the DAP which she says is just the mere realignment of savings which is within the power of the president.
