Dela Paz home, insists P6.9-M fund was 'contingency' money

Former Philippine National Police comptroller Eliseo dela Paz arrived home Tuesday afternoon after being held for nine days in Moscow, Russia after he was found to be carrying 105,000 euros (P6.9 million) that he had on his carry-on baggage.

Dela Paz arrived on a Singapore Airlines flight 910 at 1:15 p.m. and was escorted by the group of Angel Atutubo, Ninoy Aquino International Airport's general manager for security services.

The former PNP comptroller underwent normal arrival procedures like any other passenger.

After undergoing arrival procedures, he gave a short statement to the media and said that the money he carried with him in Russia was the PNP delegation's "contingency fund."

He then went to board a waiting vehicle. It was learned that a press conference had been scheduled for dela Paz at a San Juan City restaurant.

Earlier, Atutubo said that they would treat dela Paz like any ordinary passenger.

"Preparations will be based solely on international standards, although we have conducted coordination from the Philippine National Police (PNP). But dela Paz will be going through the normal procedure, customs, immigration, and other procedures where passengers normally exit,” he said in a phone interview on ANC's "Dateline Philippines" newscast.

Atutubo said that the NAIA has also conducted its own investigation regarding the contingency fund held by dela Paz when he left for abroad. He said that dela Paz did not declare that the amount he was carrying exceeded $10,000.

“According to customs [officer] Tess Roque, there was no declaration filed in the customs office. We stand [by] the statement of the customs collector,” he said.
