Arroyo gov't had propensity to lie and conceal, says de Lima
MANILA, Philippines - Justice Secretary Leila de Lima has not received instructions from President Aquino to reinvestigate the Glorietta 2 blast in October 2007 that killed 11 people and injured more than 100 others.
This was bared by de Lima following a statement of Presidential spokesperson Abigail Valte on Wednesday that Malacañan may ask the Philippine National Police (PNP) to reopen the case if retired Army Col. Allan Sollano could provide more evidence.
Sollano, former head of the Army Explosive and Ordnance Disposal (EOD), claims that what caused the blast was C4, an explosive material and not methane gas, as was the official findings the authorities that conducted the probe. (Related article on Sollano: Glorietta: Blast from the Past)
The justice chief, however, said she is ready to conduct a reinvestigation anytime, if given orders by the president.
"We still want to know from him [Sollano]... what is he talking about? If he is willing to cooperate and execute sworn statements, he can come to us and request for witness protection," de Lima said.
De Lima said a preliminary verification of facts surrounding the incident should be conducted first, including facts as claimed by Sollano.
"May sinasabi siya na mukhang nagkaroon ng cover up and from there we can take off…what could be the motive of previous administration? Meron bang brewing scandal nun na gusto idivert ang attention ng mga tao on that particular incident?" she said.
"Let's go back… may iskandalo ba noon…. na meron gusto pagtakpan... na may ganung scenario," de Lima added.
De Lima also said that this thorough review of the incident was important in the event that such reinvestigation should happen, and that it would also be necessary to actually check whether cases were filed against any entity or individual.
"What could be happening at that time? Kailangan kasi may motive…Why would a government be a party to such alleged cover up as claimed by this retired army officer?" she added.
'Propensity to lie and conceal'
Aside from this cover-up angle claimed by Sollano, other angles should also be pursued, said the justice chief.
"I have to consult the president. Because why would government be party to an alleged cover up? Or is it just part of the previous administration's propensity to lie and conceal?" de Lima said.
ABS-CBN News asked de Lima if these "other angles" could include--(1) trying to arrest the impact to the economy of a blast caused by explosives, which is why methane was tagged as the cause; and, (2) the issue of the mall owner, the Zobel de Ayalas, being sympathetic to the opposition at that time--and she said, "yes."

Aini Ling, a forensics expert from Malaysia, said traces of the explosive RDX were found at the explosion site.
Ling found RDX in five swabs and one scraping in the basement during her own inspection on Nov. 2 and 6, more than two weeks after the Oct. 19 incident.
Royal Demolition Explosive or RDX is the nickname of a chemical called cyclotrimethylenetrinitramine, a highly explosive bomb substance that is not naturally occurring. It has to be manufactured. RDX is a major component of C-4, a plastic bomb, which, in the Philippines, is available only to the military.

But Kit Collier, a security expert who has studied bombing incidents in the Philippines, doubted the PNP findings. He said that in the case of the Superferry bombing, the government claimed it was an accident until investigation later showed that it was caused by a bomb planted by Islamic extremists.
Ling also investigated the Superferry bombing in 2004 that resulted in the death of over a hundred passengers.
ALI president and CEO Jaime I. Ayala maintained that the mall explosion was caused by a bomb.
Contrary to the police claim, he pointed out that five swabs and one scraping found in the basement, near the bottom of the stairs, at eye level or above, closer to the ceiling, were positive for RDX and several other explosives, including trinitrotoluene of the TNT family.
“This corroborates testimonies of a number of witnesses who have reported gunpowder at or in the vicinity of the blast site immediately after the explosion,” ALI said.
On the police claim that no detonator was found, explosive experts said that C4 bombs did not require detonators.

Maybe they should first
Maybe they should first investigate the people who are in-charge of the investigation that time then work it up from there to see if GMA is really involved. My point is that it is irresponsible to tag a person as if that person is already guilty when they haven't even started yet.
