Gov’t prepares to draft Bangsamoro annexes

EO on transition committee to be released in next 2-3 weeks

MANILA, Philippines - Members of the government peace panel and other government officials will visit late this month Navarra, Spain as a means to preparing for the drafting of the annexes and other details of the framework agreement with the Moro Islamic Liberation Front (MILF).

In a statement, Presidential Adviser on the Peace Process Teresita Quintos Deles said the trip will “give insights to the Philippine delegation on how Navarra’s governance works, which can be useful in the drafting of annexes and in further discussions of the details of the signed Framework Agreement.”

Navarra is a chartered community in Spain that practices a high-degree of self-governance. Nonetheless, it still operates within Spain’s overall structure.

Members of the MILF took a similar study in March, but in Catalan. 

“The visit also hopes to draw lessons and insights relevant as reference to the drafting of the Basic Law of the Bangsamoro. The trip also hopes to inspire models for the yet to be established Bangsamoro set to replace the current [Autonomous Region in Muslim Mindanao],” Deles said.

The delegation will leave for Madrid on October 23 and from there will travel to Navarra on October 24.

Transition committee 

The annexes are expected to be finished by the end of the year. “Both parties, through their Technical Working Groups (TWGs), expect to complete at least three annexes on power-sharing, wealth-sharing, and normalization by the end of the year,” Deles said.

Initial discussions have already been held by the human development and poverty alleviation cluster. An adhoc interagency meeting on normalization, on the other hand, will be held Monday.

Meantime, President Benigno Aquino III is set to issue in two to three weeks an executive order creating the transition commission towards the creation of the Bangsamoro political entity. 

Deles expects the EO to be supported by Congress via a resolution.
