The barangay is the closest political unit to the members of the village. The barangay serves the community thru its various programs, either funded nationally, as in the case of its operation and expenses, or by the local government, for special programs like health services and day-care centers.
The barangay is--and should be--the face of the government when crises arise, like in the case of the Zamboanga City siege, and now, the earthquake in the Visayas.
It's a political unit that should be devoid of politics because it is actually composed of the villagers themselves. The work of the barangay council revolves around the life of the barangay itself. If the barangay manages its waste program well, then you have a clean barangay. If the barangay secures its area well, then you have peace and order.
