SC asked to extend voters' registration
MANILA - After series of failed pleas before the Commission on Elections (Comelec) to extend voters' registration, Kabataan Party-list Rep. Raymond "Mong" Palatino has taken his cause to the Supreme Court.
In a last-minute move, Palatino on Friday morning led youth leaders and first-time voters file before the Supreme Court an urgent petition for certiorari and mandamus with application for preliminary mandatory injunction.
The deadline for voters' registration is on Saturday, October 31.
"We are questioning the legality of shortened voters' registration. According to Section 8 of the Voter Registration Act of 1996, registration should be daily and 120 days before election," he said. (Access petition here: http://tinyurl.com/yhyqwov )
"The deadline should be January 9. Congress, not Comelec, has the power to amend a law," he said.
According to Palatino, National Statistics Office data shows there should be 11 million first-time voters, but only 3 million of them have so far registered.
Other petitioners were Jade Charmane Rose Valenzuela, Jacqueline Alexis Merced, Ana Katrina Tejero, Kenneth Carlisle Earl Eugenio, and Victor Louis Crisostomo, all first-time voters who tried but failed to register due various reasons.
They were joined by Alvin Peters, president of the National Union of Students of the Philippines (NUSP); Vijae Alquisola, president of the College Editors Guild of the Philippines (CEGP); Ken Leonard Ramos, chairperson of Anakbayan; and, Ma. Cristina Angela Guevarra, chairperson of the Student Christian Movement of the Philippines (SCMP).
At the House of Representatives, Palatino filed three resolutions--House Resolutions 1162, 1443, and 1336--seeking the extension of voters’ registration.

obviously, you dont know what you're talking about. have you even tried reading the petition? kaya ngayon lang nagfile ang mga petitioners (which includes first time voters) ay dahil binuhos na nila nang buong giliw ang kanilang oras, lakas, enerhiya upang magparehistro sa comelec. pero given the registration problems na inihihighlight din naman sa media (like limited number of registrants it can accomodate sa isang araw, kakulangan ng forms, failed computer machines), PLUS, idagdag mo pa ang external factors like natural calamities (sino ba ang magpaparehgistro nang walang kuryente at bumabaha), swine flu outbreak, nakaapekto ang mga bagay na ito sa di pa rin makarehistrong mga petitioners. ibig sabihin, they are injured parties in legal terms. kung noon pa sila nagfile, doon ka magngangangawa dahil ibig sabihin, sa halip na mageffort sila noon na magparehistro, aba, eh nagfile agad sila ng kaso without basis. again, i advise you to read the petition. question: di ba the automated system supposedly speeds up the election system? bakit ito gagamitin ng comelec bilang argument sa non-extension?
masyadong personal ang attacks mo. bakit hindi yung legalidad ng mga bagay ang iargue mo. lumalayo ka sa issue. plus, bakit hindi mo araling mabuti ang mga subjects na inaasail mo. like kabataan partylist? bakit hindi siya nanawagan na magparehistro ang mga kabataan noon pang 2008? bakit icocover ba siya ng media kung manawagan siya noon eh hindi pa siya congressman noon? alalahanin mong nito lamang summer umupo ang kabataan along with 25 other partylists through an sc decision. pangalawa, tingnan mo yung website ng kabataan. meron sila doong campaign to help first time registratns register. so, hindi lang sila ngawa ng ngawa, as you say, meron din silang ginagawa para makapagparehistro ang mga kabataan. see panata2010.com.
nakakatawa at nakakainis na ang sinisisi mo ay ang mga first time registrants na hindi nakapagparehistro. tandaan mo, comelec dati extended registration for the barangay polls using the constitution as an argument, na kailangan daw maexercise ng tao ang kanyang right to vote. alam mo ba yung boto mo ipatrol mo campaign ng abs, humingi ka kaya ng compilation ng reports at reklamo doon no. actually, yung ngang mga yun can be used as a basis for this case.
finally, on palatino being a trapo. ewan ko lang. anong basis? siguro bago tayo manghusga tingnan natin ang legislative performance ng mga congressman. tingnan mo yung congress.gov.ph. tingnan mo yung bills and resos filed by congressmen. specificallly, yung mga kasabay umupo ng kabataan this summer. wala man lang ginagawa. sweldo nang sweldo. tanggap nang tanggap ng taxpayers money, eh ni isang imbestigasyon in aid of legislation, pagquestion sa budget, o panukalang batas walang ginagawa.

if he's a true advocate for the youth, bakit ngayon lang xa kumilos? why didnt he inform the youth as early as december 2008 that voter's registration was going on! bakit ngayon lang xa nagparamdam during "registration rush"? anong tawag mo jan? ah, hindi pala publicity. kinulang lang sa pansin at pakitang-tao lang! kunyari pa yang si palatino advocate for the youth.
i'm not saying that his filing for petition at the supreme court and resolution at the house of repress-sin-ta-thieves was wrong. ang tanong ko lang naman kung bakit ngayon pa xa nagpakitang-gilas?
this coming may 2010 polls is no ordinary election. it's the first time the comelec would handle a nationwide automated cheating, i mean voting. give them time to finalize all the data. kung pagbibigyan si palatino, ano pang oras ang meron ang comelec to prepare all the voters' handbook? tapos, kung magkaaberya, sisisihin na naman ang comelec.
palatino, being a youth party-list congressman, should set example to the youth na dapat baguhin na natin ang ating "mañana habit"... ang pagiging "last minute do-er"! pati ba naman paghahain ng petition sa korte suprema e "last-minute" na rin. isa rin palang trapo itong si palatino. he learned from his trapo colleagues in congress -- rather, in the house of repress-sin-ta-thieves!
para sa mga new voters na hindi pa nakapag-register, mga tanga kayo, bakit ngayon lang kayo kung kumilos. kinulang sa oras? nasaan ba kayo from december 2008 up to present? di nyo alam? gago, palibhasa wala kayong pakilaam sa ating bayan! kung di kayo nagparegister nun kasi ayaw nyong bumuto, e di wag. baka napilitan lang kayo ni mayor o congressman na magpa-reg para bigyan kayo ng trabaho sa munisipyo!

The bills that the Congressman Palatino allegedly filed to "supposedly move the deadline for registration" does not seem to exist. The House Bill numbers mentioned in the news article exist but for different laws.
This must have been a publicity stunt!
We should have guessed and ignored this guy totally.
I hope next time ABS-CBN verifies the report and does not fall for these types of political maneuverings.

anyway, binasa ko yung BUONG petition ng kabataan. bakit last minute yung filing? tingnan mo yung listahan ng petitioners. kasama dun ay mga aggrieved parties kumbaga. supposedly first time voters sa 2010 pero in the end, after all their efforts na magparegister, hindi pa rin sila makapagregister dahil sa problems sa sistema ng reg ng comelec na siguro naman ay nababasa o napapanood mo sa mga balita sa tv at radyo.
anyway, kung publicity ito ni palatino, i dont know, dahil kung titingnan mo sa website nila, parang advocacy na naman ata nila bilang rep of the youth ang participation in election. nagfile na sila ng resolutions before:

asus, tigilan na yan congressman palatino. kinulang ka yata sa publicity e kaya nag-last minute file for petition ka na rin sa korte suprema. ang hirap kasi ng karamihan sa mga pinoy ay last-minute kung kumilos, tulad na lang ni congressman palatino. kelangan lang yata nya ng media exposure ngayon para maiboto ulit ang party-list nyan! dyos ko po! pati ba naman mga batang pulitiko, natuto na rin sa gimik ng mga trapo? ano ba yan!
bakit pa kasi ngayon lang magpa-register ang mga new voters? di ba ang registration na yan ay on-going months ago pa? kahit na hindi pa sundin ang sinasabi sa batas (vorters registration act of 1998), kung inagahan lang sana ang pagpaparehistro ng mga botante, wala sanang problema!
kekelanganin din ng comelec na maaga matapos ang registration para meron pa silang enough time to prepare everything for the coming automated elections. kung pagbibigyan si palatino na hanggang january 9 ang registration, ano pang paghahanda ang gawin ng comelec for the elections? tapos, magrereklamo na naman na walang ginawa ang comelec. hay naku!
