MANILA, Philippines - The Commission on Elections on Wednesday said it will release by November 15 the final list of parties that will not be allowed to join the 2013 party-list election.

Comelec Chairman Sixto Brillantes said the poll body will also release a list of all accredited parties by the end of November.

"By November 15, we should be able to come up with all those who are canceled, all of those which we will disallow to participate. Now on the new applicants, before the end of the month, lalabas na yung final granting ng mare-retain  and those who will be...Target naman is to finish before the end of the November," he said in a radio dzMM interview.

The Comelec chief said the poll body will wait until December to see if the Supreme Court will issue a temporary restraining order for parties who lost their accreditation. At least one regional political party, Ako Bicol, has petitioned the Supreme Court to reverse the Comelec's ruling to remove them from the list of accredited parties.

He said that by January, the Comelec will start configuring ballots and precinct count optical scan (PCOS) machines for the accredited parties.

Brillantes said he will be meeting with the Office of Solicitor General next week to discuss why the Comelec decided to delist some parties. He said it would be better if the SC resolves the petitions before they go on Christmas break.
