Ex-PAGASA chief Prisco Nilo quits

MANILA, Philippines - Dr. Prisco Nilo, the former chief of state weather bureau Philippine Atmospheric Geophysical and Astronomical Services Administration, has availed of early retirement, a radio dzMM report said Thursday.

Nilo's retirement came just months after President Benigno Aquino III ordered him replaced after PAGASA failed to predict the path of Typhoon Basyang (international codename Conson) in mid-July. He was replaced by Department of Science and Technology Undersecretary Graciano Yumul.

Before his retirement, Nilo was working in the DOST main office in Bicutan, Taguig City as head of an office of special studies.

Agham party-list Rep. Angelo Palmones earlier said Nilo's relief stemmed from the PAGASA chief's lack of Career Executive Service Officer (CESO) eligibility.

He appealed to government to reconsider its decision to relieve the beleaguered PAGASA chief, saying experience should be a priority over the CESO eligibility.

"If you were assigned there, there should be no question on your integrity and capacity to lead. Over the years, Dr. Nilo has shown good leadership," Palmones said.
