Groups warn of protests, fare hike on EO 839 lifting

MANILA - Public transport groups on Thursday warned of protest and a minimum fare hike after Malacañang officials confirmed that the oil price freeze in Luzon is set to be scrapped.
A noise barrage by some members of Pinagkaisang Samahan ng mga Tsuper at Opereytors Nationwide (Piston) joined by labor activists of Kilusang Mayo Uno was immediately launched Thursday early evening in Mabuhay Rotunda in Quezon City. The protest was held after Palace officials said that Executive Order (EO) 839 which placed a cap on oil prices in calamity-stricken Luzon is set to be replaced by a new Palace order.
Piston said that the quick cave in by Malacañang to threats of a supply shortage by the “Big 3” oil companies proved that the oil price freeze was just an attempt to gain “pogi” points by President Arroyo.
Justice Secretary Agnes Devanadera on Thursday confirmed to ABS-CBN News that Malacañang is set to scrap the EO 839, which mandated oil companies to bring down fuel prices to the October 15 level in the aftermath of the recent typhoons.
According to her, oil companies resolved to instead provide discounts in areas severely affected by the typhoons.
"[The discounts are] P2 per liter diesel, P1.25 per liter for gasoline P 1.50 for kerosene,” said Glenn Yu, president of independent oil player SEAOIL Philippines.
The activist transport group however dismissed the reported discounts that would reportedly be given to the public transport sector in lieu of the price cap.
“Ano'ng silbi ng discount kung tumataas din ang presyo. Ang mahalaga ang iyong mayroon tayong control,” said George San Mateo, Piston secretary general.
The activist transport group warned of more protests and a possible transport strike should the repeal of the price cap be implemented.
Oil companies had earlier warned that the lifting of EO 839 would quickly result in the increase of pump prices to as much as P4-5 per liter of gasoline and diesel.
Fare hike
Another public transport group, Federation of Jeepney Operators and Drivers Association of the Philippines (Fejodap) meanwhile said it could no longer do anything if Malacañang has decided to scrap the controversial order.
Fejodap however said that should diesel prices reach P30 per liter from the current P28 per liter due to the price cap, the group would seek a P1 increase in the minimum jeepney fare.
It also wants the reported fuel discounts to not only be limited to a few gasoline stations.
“Ibig mong sabihin sa ilang lugar na binigyan nila, iyong ibang tsuper na nagmamaneho na iba ang kanilang ruta pupunta pa roon para bumili ng krudo dahil doon sa may diskwentong P2 na kapag nagkamali ka ng punta eh ‘out of line’ ang mangyari sa iyo, mahuhuli ka pa,” said Zenaida Maranan, Fejodap president.
The transport groups said that price control of oil products was the only solution they see to the impending increases in pump prices.
Some said however that if the government could no longer implement this, they appealed to oil companies to maintain the current prices until Christmas.
A group of bus operators who were in favor of the lifting of EO 839 meanwhile said it would still look at the immediate effects should EO 839 be lifted before they make a statement. From a report of Joey Villarama, ABS-CBN News

Alisin na ang mga buwayang middleman na tumataba sa pawis ng mga mahihirap, ang dapat ay gawing national property ang langis at iba pang kalakal na mula sa langis upang ang mga mapagpatubong mayayaman ay hindi na magawang abusuhin ang mga taong bayan!
