MANILA-(3rd UPDATE)-Liberal Party presidential candidate Sen. Benigno 'Noynoy' Aquino leads in the latest presidential polls of Pulse Asia getting 44% preference in October 2009 or a 25% margin over Nacionalista Party standard-bearer Sen. Manuel Villar's 19%.
"Senator Benigno C. Aquino III leads all surveyed presidential hopefuls/presidentiables by a big margin. The reason most-often cited in expressing a voting preference for a possible presidential candidate is the latter's clean public record ('malinis') or, alternatively, not being corrupt 'hindi kurakot'," polling firm Pulse Asia said Monday.
Sen. Francis Escudero, with 13% preference, was statistically tied in third place with former President Joseph Ejercito Estrada, who got 11% support.
Vice-President Noli de Castro was next with 4%.
"With Senator Aquino joining the presidential race, the other personalities who used to be in the lead experienced a decline in their voter preferences. Between August and October 2009, the biggest drop in electoral support is recorded by Vice-President Noli de Castro (-12 percentage points). The voter preferences of Senator Villar and former President Estrada also decline during this period (-6 and -8 percentage points, respectively),” Pulse Asia said.
Administration candidate Gilbert 'Gibo' Teodoro remained at the bottom of the surveys together with Metro Manila Development Authority (MMDA) chairman Bayani Fernando with 2% and 1%, respectively.
Why voters prefer Noynoy
When respondents were asked why they would vote for their preference, 21% or 2 in 10 Filipinos said it is "because he/she is not corrupt or is malinis," the survey found.
In May 2009, Pulse Asia said the leading reason for voting was a "candidate's being helpful to others (34%) while in August 2009, the top reasons cited were a candidate's having many accomplishments and his/her being pro-poor (20.3%). “
Pulse Asia said the survey was done after Estrada declared his presidential bid and after Escudero's departure from the NPC.
The survey was conducted October 22 to 30 with a plus/minus 2% margin of error. It used face-to-face field interviews with 1,800 respondents.
Respondents were asked: Of the people on this list, whom would you vote for as President of the Philippines if the elections were held today and they were the presidential candidates.
The other presidential candidate on the list was Eduardo 'Bro. Eddie' Villanueva who got 1%.
The latest survey was part of Pulse Asia's Ulat ng Bayan series, which it conducts on "its own without any party singularly commissioning the research effort."
Mar leads Loren by 14%
In the vice-presidential survey, Senator Manuel 'Mar' Roxas II of the Liberal Party would have been chosen by 4 in 10 Filipinos as the next vice-president if elections were held in October 2009.
"Senator Manuel A. Roxas II emerges as the favored vice-presidential bet in October 2009," Pulse Asia said in its media release.
Roxas got 37% preference or a 14% margin over Nationalist People's Coalition bet Sen. Loren Legarda's 23% in the same October 22-30 Ulat ng Bayan survey of Pulse Asia.
Makati City Mayor Jejomar Binay, the running mate of former President Joseph Estrada, was statistically tied in third place with incumbent Vice-President Noli de Castro with 13% and 11% preferences, respectively.
Lakas-Kampi-CMD's vice-presidential candidate, actor-TV host Edu Manzano, was not included in the survey since he only declared his bid last Friday (November 13) after accepting the offer from the ruling party.
Senators Jinggoy Estrada and Ramon 'Bong' Revilla were tied with 4% preference each.
Metro Manila Development Authority (MMDA) chairman Bayani Fernando, Sen. Richard Gordon, Interior and Local Government Secretary Ronaldo Puno were tied with 1% preference each.
"There are no significant movements in the voter preferences of those individuals included in Pulse Asia's August and October 2009 vice-presidential probes as changes range only from -4 percentage points for Vice-President de Castro to +4 percentage points for Sen. Legarda," Pulse Asia said.
Respondents were asked: "Of the people on this list, whom would you vote for as vice-president of the Philippines if the elections were held today and they were vice-presidential candidates?"
Opposition dominates senatorial survey
The same survey also showed opposition politicians would dominate the senatorial elections if the polls were held last October 2009.
Eleven opposition politicians or persons supporting opposition presidential bets were in the top 15 preferences of 1,800 respondents who were asked by Pulse Asia last October 22-30 about their senatorial preferences.
Senator Jinggoy Estrada topped the survey with nearly one out of every two respondents choosing him as one of 12 senators.
"Currently leading the senatorial race is Senator Jinggoy Estrada, whose overall voter preference of 46.7% translates to a statistical ranking of 1st to 2nd places," Pulse Asia said.
The other opposition politicians in the top 15 are:
- former Senator Frank Drilon (38.6%)
- Sen. Pia Cayetano (37.2%)
- Makati City Mayor Jejomar Binay (36.6%)
- Sen. Manuel Roxas (36.3%)
- Sen. Jamby Madrigal (31.6%)
- Aquilino 'Koko' Pimentel (31.4%)
- former Sen. Ralph Recto (30.6%)
- former Sen. Sergio 'Serge' Osmeña (28.5%)
- Sen. Juan Ponce Enrile (26.6%).
Another figure in the top 15 was Willie Revillame, host of ABS-CBN's noontime show Wowowee with 27.4%. Revillame has announced that he will not be running in the 2010 elections, but he is supporting Nacionalista Party presidential bet Sen. Manny Villar.
The four pro-administration politicians in the top 15 were:
- Sen. Miriam Defensor-Santiago (42.4%)
- Sen. Ramon 'Bong' Revilla Jr. (36.6%)
- Dangerous Drugs Board chairman Vicente 'Tito' Sotto III (28.2%)
- Actor-TV host Edu Manzano (24%).
Manzano decided last Friday that he will no longer run for the Senate after agreeing to be the running mate of ruling Lakas-Kampi-CMD presidential bet Gilbert Teodoro.
Roxas and Binay are also running for the vice-presidential post.
"Senator Estrada is followed closely by Senator Miriam Defensor Santiago (42.4%) who is ranked 1st to 3rd. In 2nd to 7th places is former Senate President Franklin Drilon (38.6%) while 3rd to 7th places are shared by Senator Pia S. Cayetano (37.2%), Senator Revilla (36.6%), Makati City Mayor Binay (36.6%), and Senator Roxas (36.3%)," Pulse Asia said.
"Senator Jamby A.S. Madrigal (31.6%) and Atty. Aquilino L. Pimentel (31.4%) are in 8th to 13th places while three former senators are presently ranked 8th to 14th--former National Economic and Development (NEDA) director-general Ralph Recto (30.6%), former Senator Sergio Osmeña III (28.5%), and Dangerous Drugs Board (DDB) Chairperson Vicente C. Sotto III (28.2%)," Pulse Asia added.
"Completing the list of probable winners are Mr. Willie Revillame (27.4%) who ranks 8th to 15th and Senate President Juan Ponce Enrile (26.6%) who is in 10th to 15th places," the polling firm said.
Meanwhile, Pulse Asia found 40% of Filipinos reported having a "complete senatorial list," down from 57% in August 2009.
Pulse Asia said this indicates that the "level of public interest in the senatorial race appears to have declined between August and October 2009," with more media attention devoted to the top two posts.
Pulse Asia said Filipinos would have chosen only 8 or 9 names for senators if polls were held last October.
Katulad din pala ng ibang kandidato si Noynoy
You made some excellent advise to Noynoy's camp. However, a lot of people have been proposing some of those advises for years and no President has acted on it. Basing on Noynoy's history of 1.) Not acting on relevant issues and 2.) Not taking the lead when he should, sadly your advises are going nowhere.
You said, "The best person to give power to is those who doesn't want it". I disagree. If that person doesn't want it, how will he make good use of it? And we're not talking of an ordinary career here mind you. We're talking of the Presidency. We're talking of a troubled country. We're talking of the welfare of millions of people. Give that power to someone who has second thoughts and who has no achievements in public service, and you have a president who will do nothing and will rely on his advisors when it comes to major decisions. Remember ERAP? Remember the midnight cabinet? That's reality. The lord of the rings is fiction.
You are obviously referring to President Ramos when you talk about a westpoint graduate and the IPP. The IPP may have added to our problems now but were you aware of the power problems we had during Cory's time? Because her government chose to mothball the Bataan Nuclear Power Plant, they have no plan B when the power problems finally came. When Ramos took over as President, he green lighted the IPP's which finally solved our power problems. Ang problem lang, nung dumating na si Erap, puwede namang i-cancel na ang kontrata pero hindi ginawa. It's unfair to point your finger to President Ramos because he did what is necessary that time. It is his job to make the HARD DECISIONS and it paid off. Mind you that of all the Presidents from Cory to Arroyo, the economy is a whole lot better in Ramos' time.
At the same time, it looks like Noynoy is not that perfect a candidate after all. Noynoy has been critical of the current administration especially when Cory died. He accuses the administration of corruption. It's ironic that Noynoy himself is also being charged of corruption, benefiting from SCTEX. The issue of Hacienda Luisita is also on the fore-front of the issues being hurled at Noynoy. Wala din pala siyang pinagkaiba sa ibang mga kumakandidato.
I said before that wala akong narinig na accomplishments ni Noynoy. Siguro tahimik lang talagang gumawa si Noynoy. Tahimik siyang gumagawa hindi para sa mga mamamayang Pilipino kundi para sa kanya at sa kanyang pamilya at kamag-anak. Kaya huwag ninyong sasabihin na iba si Noynoy. DAHIL KATULAD NG IBANG KANDIDATO, MATAGAL NA RIN CORRUPT PALA SI NOYNOY.

When the Aquinos were in power they couldnt wait to leave malacanang to the point of counting the minutes, the days, and weeks before they leave malacanang.
Not one of the immediate family members of cory ran for office during their mothers term. Compare it with the other families of presidents. Gloria... his sons; Erap... his wife, sons; Marcos do i need to say more?
Marcos and Gibo have followed a blue print that will propel them to the presidency. Including jumping parties to ensure the nomination, being a bar topnotcher, stories of heroism etc. And i bet including the desire to convert the form of government into a parliementary form of government, wherein all of us will be stripped of the power to elect the leader of the country.
While Villar, do not care for the environment so long as he earns billions in the process.

We have a chane with Noynoy
Im not saying that my solutions are THE SOLUTIONS, the point is that there are a lot of us who recommends and provide solutions on the table that he can implement.
We have tried a US trained economist and all she gave is a corrupt government that reduced the value of a peso implemented in a project to 35 centavos, with 65 centavos going the pockets of corrupt government officials. Aside from aspiring and scheming to stay in power indefinitely.
We have tried a west point trained military man, he might have given us the infrastructure today that enabled us to attract BPOs. But he also gave us the IPPs that we are still paying up to now and also the expo scam including the PEA-AMARI.
We have tried an actor but he wants to legalize jueteng including not being able to discern what is moral and what is not in the way he run the government.
Gibo - has committed to continue the legacy of GMA and will ensure that we change our constitution so that GMA can return to power. He may have the brains but changing the constitution for what ever reason is a deal breaker for me including continuing the corrupt practices of the current administration.
Bayani - Please let us not joke around.
Erap - to continue what he failed to do?
Villar - He is an environment killer, its impossible for him to change his stance and his business model, because this is how he made billions doing so would make him lose billions. Aside from that how do you think will he recover all his investment?
Perlas - would have been ok but his chance of winning is next to nil.
Noynoy will not do all the work; but we have the best scientist, engineers and economist in the world. What im sure Noynoy will do is implement the best solution without the fear that a portion of the money will go to corrupt government officials.
Let's be fair, Cory inherrited a government infrastructure that caters only to the whims and caprice of the Marcoses. Laws designed to benefit the Marcoses and their friends. We had a lot of brown out because we didnt have the infrastructure to support a growing population. Plus she needed to contend with a number of coups because the military who enjoyed so much during marcos time suddenly found themselves with nothing to do. Having guns entrusted to idle minds and idle hands is bad combination.
In terms of infrastructure she wasnt able to do much, because the people around her that carried her to power owed a lot of political debts. Ergo all the contracts thats put on the table was designed to pay off those political debts, seeing this she opted not to do anything rather than commit the philippines to another round of debts that we cannot pay.
With Noynoy, we have a better chance... hopefully the genes of his father and mother is in him that would ensure that all the solutions being given to him will not go to waste and all of them will be implemented without the taint of any corruption.

I'm not one to criticize and not offer an alternative solution... Also i'm not one to support without offering a solution on the table. I have already proposed sa camp ni Noynoy ang sagot at action plan doon sa mga sinasabi mo including a blue print on how to do it. To name a few:
Food Security: Sinabi ko na magpatayo sila ng vertical farm, ipasok sa BOT ang pagpapatayo nito ng sagayon kahit na walang pera ang government pedeng masimulan agad. It's long term and will also solve the methane emmission of rice plants, na mas mabigat kesa sa carbon dioxide. Pwede ring iharvest safely ang methane para gawing fuel sa mga kotse. If the right number of vertical farms are constructed we can even start exporting rice again. This will lower down the cost of food drastically.
Self Reliance sa energy: I proposed harnessing the 22 active volcanoes in the country kasi nasa ring of fire tayo ng asia pero we only have 2 geothermal plants. I also proposed the installation of more wind turbines similar to the ones in ilocos. and the installation of solar panels near the dams, para they don't need to release water for power during the times na walang ulan except for irigation and for drinking water. With the plans i'm proposing we can attain 100% self sustaining cheap source of energy. Tiyak bababa ang ating importation sa oil from other countries. BOT rin ang pwedeng gawing scheme para less if not walang corruption sa pag gawa nito.
I also propose strengthening if not encouraging the use of hybrid or electric cars para maeliminate na talaga ang reliance natin sa fossil fuel.
Sa environment naman: i propose levying higher taxes sa mga may ari ng mga idle lands. And gawing responsible ang mga head ng agencies na may ari ng mga idle lands sa government. Executive Order lang ang kailangan para sa government and priority bill lang ang kailangan doon sa pag tax sa mga land owners.
Meron mga plano sa kamay nila noynoy, complete with draft EO, bill and engineering designs.
Pag nanalo si Noynoy, and these are implemented it means they have considered my proposals and recommendation, BTW i gave it for free.
