Oversight committee on PNP, AFP intel funds proposed
Muntinlupa Rep. Ruffy Biazon on Thursday proposed the creation of a select oversight committee that will oversee and monitor the use of intelligence funds by the Philippine National Police, Armed Forces of the Philippines and other government agencies.
Biazon made the proposal after retired PNP comptroller Eliseo de la Paz admitted withdrawing P6.9-million in police intelligence funds as a contingency fund for police officials attending a conference in Moscow, Russia.
"They're likening it to buying a pair of shoes but intelligence equipment cannot be bought over the counter," Biazon said in a media forum.
De la Paz on Wednesday told congressmen that Russian Customs personnel detected the money (about P5 million) in his wife’s bag first before retrieving an additional 40,000 euros (about P2 million) from his own luggage as they were about to board their plane out of Moscow.
“Actually, I was already cleared for boarding at the last security inspection gate when my wife was put aside after they detected the money on her. After that, I was called again for inspection. That’s when they discovered the money I was carrying,” he said.
De la Paz said part of the money belonged to his Chinese-Filipino friend Tyrone Ng Arejola, who had asked him to buy collector’s watches in Vienna, Austria.
De la Paz insisted the P6.9 million came from the PNP’s coffers and that it was for “contingency.”
In the event that no contingencies such as hospitalization happened, De la Paz said they intended to use to money to buy some “intelligence gathering equipment.”
Asked to specify such equipment, De la Paz said he could not disclose them in public for security reasons.
He asked the committee to schedule an executive session where he would elaborate.
