Brillantes: Dynasties to stay in 2013 polls
MANILA, Philippines - Commission on Elections Chairman Sixto Brillantes said peoples' initiatives to ban political dynasties in government may not succeed before the 2013 midterm elections.
Brillantes said the Comelec en banc is now going over a draft form that will be used in gathering signatures for the people's initiative.
The poll chief previously said that considering the widespread political dynasties in the country, Congress may not pass an enabling law to implement the anti-political dynasty clause of the 1987 Constitution.
"Halos imposibleng umabot. Form lang paiikutin mo iyan," he said.
For a people's initiative to succeed, a cause has to gather 5 million signatures,with at least 3% coming from each province.
"Palagi ko sinasabi - why are they asking for the form now? Very difficult for us to go into people's initiative simultaneous with the elections," he said.
Brillantes said it will be impossible for them to configure a people's initiative in the 2013 ballots. A people's initiative will have to be done manually.
"Di na abot ito. I don't think you can get 5 million signatures. May verification pa," he said,
Brillantes said the poll body acted on the request of political party Ang Kapatiran for a form.
