Roxas vows to join anti-Cha-cha street protests

Sen. Manuel “Mar” Roxas II on Tuesday again reiterated he would do everything to stop an alleged "Gloria forever" plot including joining protest activities in the streets.

The usually conservative senator vowed to join street protests and other moves to stop the administration's “charter change (Cha-cha)express”.

It is clear that the objective of this Con-Ass [Constituent Assembly] Cha-cha of the House is Gloria forever,” Roxas said in the vernacular. “I will not allow (Cha-cha) to push through and I will do everything to prevent this.”

Roxas urged the people not to allow Malacañang and its allies to carry out their plan to perpetuate President Arroyo in power.

Roxas clarified however that charter change in itself is not unacceptable.

It is the mode by which administration allies in the House want to effect changes - by constituent assembly, without the participation of the Senate - and the objective, which is to perpetuate President Arroyo in office that is deplorable, said Roxas.

Roxas said the Liberal Party (LP), of which he is president, will take a stand against the Cha-cha moves of the Lower House.

He said he will file a bill Tuesday calling for a constitutional convention whose delegates will be elected during the 2010 elections.

Roxas, in a newspaper paid advertisement on Monday, had reiterated his rejection of convening Congress into a Constituent Assembly and instead called for the holding of a Constitutional Convention (Con-Con) in 2010.

“Instead of pushing for charter change through a Constituent Assembly, the Liberal Party (LP) will sponsor a bill in Congress calling for a holding of a Constitutional Convention in 2010 with elections of delegates to be done simultaneously with the 2010 elections,” said the advertisement of LP entitled “Stop the Gloria Forever Constitution.”

The ad was signed by Roxas along with two other LP stalwarts, former senator Franklin Drilon and LP secretary-general Joseph Abaya. The advertisement comes a day before the scheduled hearing of the House committee on constitutional amendments.

At least one resolution calling for Constitutional Convention has been filed in the lower House. House Resolution 858 was filed by Buhay Rep. Rene Velarde, Marikina City Rep. Del De Guzman, and Shariff Kabunsuan with Cotabato City Rep. Didagen Dilangalen.

Camarines Sur Rep. Luis Villafuerte is leading a yet-to-be-filed House Resolution calling for a Constituent Assembly that would amend the Constitution through joint voting of the Senate and the House of Representatives. Once they get the needed signatures, they expect an opposition to it before the Supreme Court, which will then issue a ruling on whether joint voting is a proper procedure in amending the Constitution.

Sen. Panfilo Lacson, meanwhile in a text message, said he believes that the Senate will rise as an institution on the House Cha-cha moves.

“I am certain all 23 sitting senators will stand up and fight as an institution and more so, the overwhelming majority of our people who resist the evil desire of Malacañang to extend GMA's [Gloria Macapagal-Arroyo] term beyond 2010,” said Lacson.
