(UPDATE 2) Maguindanao cops tag Ampatuans in massacre
MANILA - Four police officials from Maguindanao province have tagged Datu Unsay Mayor Andal Ampatuan Jr. and other members of the Ampatuan clan for their involvement in the gruesome massacre in Ampatuan town last November 23.
The 4 police officials have been relieved and are in “restrictive custody” pending investigation into their alleged participation.
The 4 cops are:
- Chief Inspector Sukarno Dicay, who was deputy provincial director before he was relieved;
- Superintendent Abusama Maguid;
- Inspector Rex Ariel Diongon, 1508th Maguindanao Mobile Group director; and,
- Senior Police Officer 2 Badawi Bakal, officer-in-charge of the Datu Ampatuan town police station.
They have been brought to Manila for the investigation.
ABS-CBN News was able to see the 4 police officials at the PNP headquarters on Wednesday. They quickly evaded cameras, but Dicay was able to answer questions thrown at them.
When asked if they will tell the truth, Dicay responded: “Oo, sa korte na kami magsasalita, at ito ay katotohanan…Walang magsisinungaling dito, totoo lahat,”
When asked if Ampatuan was involved, the police official said, ”Si Mayor…opo." Andal Jr. is mayor of the town of Datu Unsay.
Checkpoint
In their affidavit, Dicay and Diongon said they saw Ampatuan Jr. in the area where the convoy, led by Genalin Mangudadatu, wife Buluan Vice Mayor Esmael Mangudadatu, was stopped. Genalin was accompanied by other relatives, mostly female, and journalists and lawyers.
The 2 officials said they were conducting a checkpoint in the area.
At 10 a.m., they said that they stopped the vehicle of broadcast station, UNTV, and 4 other vehicles in the convoy.
It was then that 100 armed men arrived with Ampatuan Jr., who was described to be carrying an automatic rifle with a rifle grenade launcher.
The police officials said Ampatuan then ordered the passengers of the vehicles to step down and to drop to the ground, while aiming his firearm at them. The armed men also reportedly seized personal items of the convoy’s passengers.
“Napansin ko pong kasama si Mayor Datu Andal 'Unsay' Uy Ampatuan Jr., kasalukuyang Mayor sa bayan ng Datu Unsay Ampatuan sa Sitio Malating, Barangay Salman na may bitbit na Baby Armalite (M16) na may nakakabit na grenade launcher (M203). Habang tinututukan niya ang mga pasahero, sinisigawan niya ang mga ito ng 'Dapa – dapa’," said the police officials in their affidavit.
Present at crime scene
The police officials also identified members of the Ampatuan clan and several others who were present at the crime scene.
Among those they identified to be present at the abduction site are:
- Muhamad Sangki, Datu Unsay town official;
- Datu Ulo Ampatuan, grandson of former Maguindanao Gov. Andal Ampatuan Sr.;
- Tammy Masukat, Civilian Volunteer Organization (CVO) commander; and,
- Mamasapano Mayor Bahnarin Ampatuan, who was also described to be carrying a firearm.
The police officials said the passengers were then ordered to return to their vehicles and then taken to another area.
It was then, the police officials said, that Ampatuan Jr. ordered them not to let anyone pass. The mayor also allegedly threatened to kill them if they do let someone pass.
“Matapos po nilang kunan ng gamit ang mga pasahero, muli nilang pinasakay ang mga ito at pinagbantaan kami ni Mayor Andal Jr. ng ‘Huwag kayong magpapadaan, kung hindi ay papatayin ko kayong lahat.’,” the policemen said.
Value of affidavits
Senior Superintendent Ericson Velasquez, Criminal Investigation and Detection Division (CIDD) chief of the Criminal Investigation and Detection Group (CIDG), said the statements of the police officials were important in establishing the presence of the suspects, but only at the site where the Mangudadatu convoy was stopped and the passengers and vehicles taken.
He said, however, that the presence of the identified suspects can still be connected to the massacre.
“Iyong mga taong nakita sa place of abduction, iyong mga sasakyan na hinarang...are the same vehicles recovered in the crime scene. So circumstantially, pu-pwede na nating i-connect,” said Velasquez.
The testimonies of the police officials were among the evidence the CIDG submitted in connection with the filing the complaint against 12 named respondents, along with 100 still unidentified persons.
Aside from Ampatuan Jr. and others named by the police officials, the others named as respondents by the police are:
- Vice Mayor Datu Kanor Ampatuan;
- Tony Kenis Ampatuan;
- Tumi Timba Abas;
- PO1 Abbey Guiadem; and,
- Kumander Beri alias Dahutay.
The CIDG and the justice department earlier filed a 25-count murder charge before a Regional Trial Court in Cotabato City against Ampatuan Jr. From a report of Alex Santos, ABS-CBN News

about Mangudadato.....
ang masabi ko lang about sa mga Mangudadato they have different pinciples and outlook compare to Ampatuans..ang mga Mangudadato ay makapangyarihang angkan din sa Maguindanao and some parts of Cotabato City pero iba ang kalidad ng kanilang pagkatao. well, i am not known them personally pero basi na rin sa mga nakausap ko at mga obserbasyon ko sa kanila ng ma-assign ako sa lugar nila hindi nman sila gaano ka yaman tulad ng mga Ampatuan at malawak po ang kanilang pag unawa sa buhay at sa kanilang pananampalataya bilang isang Islam. sila din po ay mga private armies din pero konti lang ang marami sa kanila ay mga legitimong CAFGU at CVO volunteers, dahil po hindi po naman nila kailangan ang maraming private armies dahil sila po ay kilala din na supporter ng mga MILF at dito kahit pa nman Muslim Separatist ang MILF ay meron po din naman silang pinaglalaban tulad ng kanilang matagal na gusto ang pag separate sa Mindanao coz of they claim as Ancestral Domain. at sa kabilang parte even they are considered as Rebels they have been recognized by Philippine Govt. so if you look at the point between them malaki din po ang pagkaiba ng mga Mangudadato sa mga Ampatuan dahil karamihan po sa kanila ay mga Professionals not unlike of Ampatuans na kumapit lang sa pagiging Political Dynasty at kapag maka porma parang may ari na ng Pilipinas......
To make it clear i am not pro- Mangudadato but as of what i have observed they are pro-people and brain minded.....Peace!

Oo meron po mga maraming powerful clan sa Mindanao na walang private armies specially outside ARMM and developed cities. Private armies were mostly exercised on ARMM Regions and other part of Muslims Regions in the South Mindanao like Sulu iyong area ni Gov. Sakur Tan meron din po siyang private Armies, yong mga area ng Lanao del Sur, Lanao del Norte yong mga area ng mga Dimaporo meron po sila pero hindi po ganun karami tulad ng mga ARMM Regions and some areas of Zamboanga Del Sur, ang pagkakaiba lang kasi ng ARMM Regions almost 70 to 80 percent mga tao dito ay nasa pananampalatayang Islam kya ito binansagang Muslim Regions or ARMM. and this Regios is totally Jungle Site o nasa dulo ng Islang Mindanao, sa madaling salita nasa bundok ang mga ito at sa dulo ay dagat na rin kya malaya silang makatawid from Maguindanao area going to Zamboanga City by the Boat, o kahit saang parte ng mga sulok sulok ng Islang Mindanao tulad ng mga area ng MNLF at MILF, pero sa ibang parte ng Mindanao from General Santos City as a proper place in down part of Maguindanao and Cotabato City tahimik po dito ang mga nanggugulo lang minsan dito ay mga NPA pero wala masyado mga private armies in Political Clan at wla ding MILF at MNLF dito at ASG. from Gensan to Davao City two hours in Travel this is almost 200 km. and from Davao City via BUDA down to some cities and municipalities in the province of Bukidnon ito na ang area ng mga Zubiri pamilya nila ni Juan Miguel at mga Acosta pamilya ni Cong. Nerios Acosta dito po ay tahimik din hindi na rin po uso dito ang private armies eh kung meron man mabibilang but they are same as Body guards only. and from Bukidnon down to Cagayan de Oro City up to Iligan City in which Iligan is the Capital City of Lanao del Norte and Cagayan de Oro as Capital of Misamis Oriental wala na rin po dito private Armies hanggang Misamis Occidental up to Zamboanga del Norte. and back to other side from Misamis Oriental naman going to Butuan City area ng mga Plaza at sa Surigao City area ng mga Barbers hindi din po uso dito private Armies kasama na lahat na Municipalities in Caraga Region, Surigao del Sur and Norte, Agusan del Sur and Norte, ang uso lang po dito ay mga NPA....

Private Armies
Mayroon ba sa mga clans sa Mindanao na nakaupo ang walang private armies? Ang mga Mangudadatu ba na bine baby ni Gibo ay hindi gagayahin ang mga Ampatuans sa pagkontrol sa lugar at ang eleksyon? Ano ang kasiguruhan ng mamamayan ng Maguindanao? Ito ay mga tanong at kung may mga taga Maguindanao dito or Mindanao in general ay mag-comment kung totoo ba na ang lahat ng mga ruling clans sa Mindanao ay may mga private armies?
ARMS Cache - Silent EVIDENCE
The discovery of "ARM CACHES" in Maguindanao is a silent evidence confirming this administration's "TOLERANCE" and "SUPPORT" for the PRIVATE ARMY of the AMPATUANS!
The size of the discovered arm cache is just too big for the MILITARY and POLICE to CLAIM that these were STOLEN or BOUGHT! A more CREDIBLE story is..."these were provided by the ESTABLISHMENT to AMPATUANS" so they can FIGHT the MILF together with the AFP-PNP"!!!
The Private Armies of the two Clans
If everyone speaks or vocal about the Ampatuans' possibility of having a "private army", is it possible that even the Mangudadatus have the same "private force"? Is anyone from Maguindanao tell us about this?

Of course it was, the hole was dug up days before the massacre.
The problem is that the present administration let the Ampatuan's get away with murdering and stealing for so long that they thought they really can get away with murder.
The clan acted like they are representing GOD and nobody would ever dare to touch them, which was proven untill the fatal Monday.
Lets hope they all get what they deserve for the viscious crime they commited.
Hang them all and leave them on the market place for all to see.
Let other clan's see what will happend if they dont stick to the law and work FOR the people, not empty the peoples pockets.
Problem is, how much protection they get from the palace ?????????

With the presence and number of many AMPATUANS in the MASSACRE, it is easy to conclude that the MASSACRE was planned and that the killings were premeditated!
There must have a meeting among the AMPATUANS where the CRIME was PLANNED and details DISCUSSED! Now, it is clear why a government asset (the Mechanical BACKHOE) was present at the site!
