Gordon defends political dynasties
(Seventh of a Series on ANC/ABS-CBN's Harapan presidential forum hosted by Ted Failon, December 2, 2009, at UST)
MANILA – For presidential candidate Richard Gordon, political dynasties cannot be helped, especially since one of his opponents for the presidency happens to be his nephew, Ang Kapatiran bet John Carlos 'JC' de los Reyes.
According to Gordon, if a person is capable of serving the country as a public official, they should not be forbidden to run or serve merely because they are related to someone already in public office.
“I am realistic about the situation. We are a democracy. Kung magaling ang isang tao, bakit mo paparusahan dahil may tiyuhin siya?” he said on ANC/ABS-CBN's Harapan presidential forum hosted by Ted Failon held Wednesday at the UST.
A former mayor of Olongapo, Gordon believes political dynasties are related to the maturity of the electorate.
Corruption, which is often associated with dynasties, should not be the focus of governance; rather, it should be on how to improve the system.
“When I was mayor, I never appointed my brother, my sister, even my children. They cannot go to Olongapo, to the city hall,” Gordon claimed.
The former chair of the Subic Bay Metropolitan Authority (SBMA) also said he is proud of de los Reyes because the latter has opted to run for president even without the support of his political clan.
“I am proud of my nephew here because ako dumaan dyan. I was in the [1971] Constitutional Convention, estudyante ako, ayaw akong patakbuhin ng nanay ko. Tumakbo ako, nanalo ako and I thought nakabuti sa akin ‘yan,” he said.
‘Move forward’
When asked what he will do in case President Gloria Macapagal Arroyo becomes speaker of the House of Representatives during his administration, the senator said he will not dwell on it. Arroyo is seeking a congressional seat in the May 2010 national elections.
“I will move forward. There are enough problems already. Hindi ko pag-aaksayahan unless may kaso [si GMA]. But no one is above the law,” he said.
He added that he is in favor of changing the Constitution, but “not under the control of Arroyo.”
He also advised Arroyo’s constituents to analyze why they want to put her in office.
Gordon mentioned 3 possible reasons why Arroyo wants to run for Congress: 1) to protect herself from possible corruption charges; 2) to become speaker of the House in order to change the constitution; or, 3) she has the experience and the capacity to become a lawmaker.
These possibilities should be analyzed, said Gordon. Voters in the 2nd district of Pampanga should be able to see the possibilities and vote wisely.
Immediate action
If he were president, Gordon believes the Maguindanao massacre would not have happened.
“Hindi ko na hihintayin na magkaroon ng massacre,” he said. He noted that even before the incident in Maguindanao, many journalists had already been killed in the line of duty.
He also cited the importance of having a military presence in such areas. “The military should show that they have the will to promote peace and order. It happened in Jolo under Gen. Tolentino and it can happen anywhere,” Gordon said.
As for the alleged involvement of the Ampatuan clan in the massacre, Gordon said no special treatment will be given to the suspects. A president should not send her personal representative just to arrest the suspect. The arrests should be done immediately.
“There should be immediate action,” he said. Gordon added that “someone has to be responsible for the incident." It may be the defense secretary or the police chief in the area.
Population is an asset
Instead of focusing on population as a problem, Gordon believes the country's 99 million people can be an asset, especially if the “population is educated.”
He said education should be the top priority in dealing with the population problem. “Number one pa din ang kalidad ng edukasyon. Kahit madaming anak, kung ginagamit nang tama…lalaki ang bansa,” he said.
Gordon compared the situation with those faced by countries like China, which is now a world economic superpower despite its 1.3 billion people.
He added that poverty is not “an excuse” for underdevelopment and should not hinder the programs of the government.
First 100 days
His presidency will primarily focus on health and education. Poverty is the primary enemy Gordon wants to address. “Poverty is the absence of choice,” he said.
Likewise, he is pushing for a “debt moratorium” so that the country can reduce its “debt servicing.”
He also noted that under his administration, “everyone... should rule by example. All must live simply and work harder.”
Aside from these, he is pushing for an increase in the salary of teachers and the expansion of businesses outside Metro Manila, especially in other areas in Luzon.
Gordon, a former tourism secretary, said he will also promote tourism in Visayas, which he called the country's “beach capital.” Mindanao, on the other hand, will be developed for its aquaculture.

Reactions
I admired Gordon for being optimistic. He sees the brighter side of a problem. It should be the right attitude nating lahat.
Maybe what he meant when he said, "kahit marami ang anak basta ginagamit nang tama, lalaki ang bansa", is that if ang malaking population ng bansa is given QUALITY education, it will benefit our country. Overpopulation problem might be adressed also through proper education. If people are educated everything else follow because they would understand more.
Political dynasty
I agree with what Gordon has said na if he is CAPABLE enough to LEAD an office bakit sya paparusahan or bakit sya hindi bibigyan ng chance just because meron syang Tito or Kapamilya in position also???
I just don't see the point of arguing and debating on some trivial issues. It does not matter kung magkakapamilya sila as long as the people we choose to lead our country are men of priciples and capabilities. Politicians run for the office and it is still us who vote for them...
Dismantle political dynasty!!!
I admire Sen Richard Gordon for his leadership, eloquence, and patriotism. However, I am terribly disappointed that he is not going to do anything to dismantle political dynasty. During the forum, he mentioned that political dynasty will eventually be resolved through the maturity of the electorate. To me, this is like sidestepping the issue. What I expect from Gordon is a definitive answer that he will end political dynasty within his term. And then specify in concrete terms how he's going to accomplish it.
Political dynasty drags our country down because politicians will protect their own family interests first. The public interest, which they swore to uphold, if at all will come a distant next. So, how can Sen Gordon ignore this very important and critical aspect of politics in our country. I hope he will be a true transformational leader who will take a giant leap towards dismantling political dynasty in our country.
But unfortunately people might not vote for him because they do not know how much he has done for our country. The people are blinded by his adversaries' celebrity influences and family fame. Kabayan, if you care for the Phili...ppines and its future, now is the time to grab the oppurtunity to have a genuinely renewed and uplifted country... Allow him to lead our suffering country to greatness that we used to have a long time ago. May pag-asa pa, babangon ang Pilipinas!

What Sen. Gordon said was already proven here in Olongapo
@Tedy Cubillan
WHAT HE SAID WAS A POPULATION AY MAGIGING ASSET KUNG ANG MGA TAO AY "EDUCATED", and so, sinabi nya ang relationship ng education at population, he means, QUALITY EDUCATION.
@sisid marino
Isa pang walang alam 'to
Naging Chairman of the Senate Committee of Constitutional Amendments and Revision of Laws sya... tapos sasabihin mong walang alam sa constitution?
Action speaks louder than Words
My turn, may punto c Sen. Gordon about s positive side ng population. Sabi nga two heads are better than 1 lalo na kung may laman!
Ang importante eh yung follow-up actions nila regarding to their point of view at solutions sa mga problemang kinkaharap at kakaharapin nila once n maupo sila..Action speaks louder than Words!
Go Gordon
The Best thing is?
In 6 years terms of Presidency i dont want 2 hear a lot of promises but i want 2 hear someone says that he want to lead this country through honesty and transparecy of good governance to stop corruptions and fastest trials of wrongdoers! I dont think so that anyone of them can act like a superhero! This country is in need a healing process and i believed that we can heal this to stop corruptions first? secondly, i am not a Pro-Villar but agree with him saying that we need to expand the pie first before we divided it. it means we need to create more competitive jobs and increase the tax collections before we divided it to national and LGUs. I agree with Dick to move forward and not wasting time to retaliate to past government, if someone have mistake then let the rule of law will exist not to take it personally.
Peace!
Population
Actually, I agree with most of Gordon's ideas. In regards to the below poster, I am also very familiar with his past political themes and ideas. These are stuff he said when he was SBMA head. He talked a lot about creating the new Filipino character - positiveness, emphasis on community, etc.
My only concern is that if we view population as a positive asset - does that mean we dispense with a sound and reasonable population control policy? Sure, we accept there is 99 million people now, but how do we keep the growth rates much lower so we don't end up with a 125 million people in 10, 20 years. It's all so irresponsible not to have a policy. I wish we could impose a 2 child policy. But in lieu of such a draconian measure - more available and cheap birth control for the masses and education to go with that. This is critical so that the gains in GDP and standard of living improvements aren't eaten up by an out of control underclass.
