FVR: Martial law in Maguindanao an overreaction
MANILA - Former President Fidel Ramos said on Saturday that President Gloria Macapagal Arroyo's Proclamation 1959 declaring martial law in Maguindanao province was an overreaction and indication of the government's incompetence.
"It appears to me as an overreaction. Very similar to what President Arroyo had done in that situation in Fort Bonifacio, I think it was two years ago -- the so-called February [coup]," Ramos told ABS-CBN News and Current Affairs managing director Maria Ressa at the sidelines of the Asia Pacific Community Conference in Sydney, Australia.
The former president was referring to Mrs. Arroyo's Proclamation 1017, declaring a national state of emergency after a supposed failed coup against her administration in February 2006.
Proclamation 1017 was issued due to alleged threats of coup d'etat against Mrs. Arroyo's administration and an alleged pending clash within the military during the 20th anniversary of the 1986 People Power revolution.
Ramos said he did not see the need to place Maguindanao province under a state of martial law because government and law enforcement agencies appear to be under control of the situation in the province following the gruesome massacre of 57 innocent civilians last November 23.
"So, are these agencies that are supposed to enforce the law and serve justice so incompetent that they have to be assisted by a hammerblow by the so-called martial law within that province?" Ramos said.
The former president also compared President Arroyo to the late former President Corazon Aquino, who survived several coup attempts during her administration.
"People still remember the equanimity and the cool approaches by the late president Cory Aquino, who was attacked, not just seven times but nine times in various coup attempts throughout the whole country during the period of her presidency," he said.
Evans: Sensible, understandable
Ressa, meanwhile, reported that former Australian Foreign Minister Gareth Evans told her that Mrs. Arroyo's proclamation of martial law "will be seen by the whole world as an entirely sensible and understandable reaction to an unquestionably and most savage and unbelievable massacre to have occurred anywhere in the world for the last many years..."
Evans also said that the government was just "reacting to a very distressing situation."
Evans, however, said that he hopes that Philippine security forces would focus solely on trying to get those responsible for the massacre.
The proclamation was issued 12 days after the massacre in Maguindanao, where mostly women and journalists were the victims.
President Arroyo had earlier placed the whole province of Maguindanao and nearby Sultan Kudarat under a state of emergency to prevent anticipated retaliation from the families of the victims.
Majority of the female victims belonged to the Mangudadatu clan, a rival political family of Maguindanao Gov. Andal Ampatuan Sr..
Ampatuan Sr. and three other members of the clan, including his son, Autonomous Region in Muslim Mindanao Gov. Zaldy Ampatuan, were arrested after the martial law proclamation.
The provincial governor's other son, Datu Unsay town Mayor Andal Ampatuan Jr., had been previously arrested and charged with 25 counts of murder for allegedly leading the massacre.

Manong andoy the main objectives of ML right there is a swift moved to disarmed all private armies in connection of the massacre and by then, if the weapons is positive of the ballistic test in connection to the crime this can be used to connect the suspects and totally can solved the case even if it is confiscated during ML gets? all of this is beyond probable cause depende kung gaano ka bigat ang ebedensya at gaano ka credible ang testimony ng mga witnesses. sana nman po huwag kayo maging paranoid at hipokrito sa usaping ito at isantabi niyo muna ang galit niyo kay Arroyo? Manong andoy huwag kang magmalaki sa alam mo sa batas na pinagsasabi mo just look at the actual situation right there and bring your book of knowledge and show me how to implement laws infront of the victims in the area of lawless land.
I dare you now subukan mong pumunta doon particularly in Maguindanao at magdala ka ng libro at isigaw ang batas na sinasabi mo kung may maniniwala ba sa iyo? subukan mong tumira doon under Ampatuan Law tingnan lang natin kung hindi ka iihi sa takot? Tingnan natin kung kaninong itlog ang pipiyok? Palibhasa ang galing niyong magsalita eh wala nman kayong ginawa? May dalawang politiko na naglalakad sa dagat, si Politiko A at Politiko B. Tapos, may nakita silang taong nalulunod (si Totoy). Si Politiko A ay mabilis na umaksyon at sinagip yung nalulunod. Si Politiko B naman ay walang ginawa at nag-isip muna kung bakit kaya merong nalulunod?, at bakit kaya hindi marunong lumangoy si Totoy?, at bakit kaya sya sinagip ni Politiko A? (baka magka-relasyon daw ayon sa kanyang conspiracy theory), at bakit kaya walang barko sa dagat sa sandaling iyon? (meron din daw conspiracy eto, pero hindi ko na babanggitin), at bakit kaya bilog ang bwan, at bakit kaya may ulap at bituin, at bakit kaya...
Pagkatapos ng ilang sandali, nasagip si Totoy at dalidali-ang dinala ni Politiko A sa emergency room. Pero bago nito, binatikos pa muna ng walang nagawang si Politiko B si Politiko A kung bakit hindi freestyle ang kanyang ginamit sa paglangoy, mas mabilis daw kasi yun.

Nakakalungkot isipin na hanggang ngayon hindi pa rin alam ng mga Pilipino na matagal na tayong Martial law rules.Nang mawala ang mga Marcos at pinalitan ni Cory maraming mga military at police officer ang nanunungkulan sa bansa.AMBASSADOR,DEPARTMENT HEAD,CONGRESS,SENATE AND LOCAL OFFICIALS.Hanggang sa ngayon kay Gloria Arroyo mga sundalo pa rin ang mga namumuno.Maliban sa mga sundalo,mga pulitikong may hawak ng mga sundalo.Kaya ang mga kurakot,pang-aabuso at pagpatay ay hindi masulosyunan.Sa AFP nagmumula ang kurakutan sa bansa.Dahil suportado nila ang mga pulitiko at sinusuportahan din sila ng mga kurakot na pulitiko sa financial at power.Hanggang ngayon ay si Ramos pa rin ang nagpapatakbo ng bansa at pinaka FRONT LINE lang niya sina Gloria Arroyo.Kahit ngayong magbobotohan hindi ka mananalo kapag wala kang basbas ni Ramos.Napansin ba ninyo na si Fidel Ramos ay laging wala sa Pilipinas dahil binibisita niya ang mga business niya worldwide.Ang Pilipinas ay hindi magbabago hangga't nabubuhay pa ang mga masasama at matatandang pulitiko.Fidel Ramos,enrile,de venecia,aquino,cojuangco,marcos,romualdes at marami pang iba.Wala silang pinagkaiba kay Ampatuan.Ang pagkakaiba lang sa ibang paraan nila ginagamit at hindi bistado.Ang pagmahal ng bilihin ng pang-araw-araw na kailangan ng tao ay para na rin tayong pinatay.At kung pumatay man sila ng tao ay simple lang.Kaya dapat tayong maging mapagmasid at pag-aralan ang bawat kilos ng mga TRAPO.Kaya dapat ilipat ang PMA sa central ng pilipinas sa Maynila para lahat ng tao na gustong maglingkod ng tapat ay makapag participate.
OVERREACTION??!??!!!!
Mr Ramos did not air any statement of condemnation for the Maguindanao massacre. His first public statement since the brutal murder of 57 civilians, as I can figure, is this one now which condemns the Martial Law declaration in Maguindanao. Is that the sort of statesman this old man really is? Come on...
No sympathies and public support for the victims and yet trying to question the very measure that serves to establish the rule of law in Maguindanao?
I suggest Mr Ramos moves to and lives in Maguindanao, together with his entire family, WITHOUT body guards -- for 1 year. That way, let him see for himself the reality.
Those who have not lived in these areas, even if you are some old, useless ex-President, should just shut up and not cast an opinion on these matters.
Fast solution: Martial Law and Massacre same criminal mind
The massacre was sponsored indirectly by Arroyo and his people in government. They supplied the weapons and support the political dynasty and more by proclamation an executive order to create the private armies to the Ampatuan and others. This issue is no surprise to well minded people. All this problem should be blame to Gloria Arroyo as the Commander-in-Chief of the AFP and PNP who created all this mess.
The Ampatuan is a local version of the Arroyo dynasty in government. Held excessive power and abuse it. Her private armies are the House of Representative, some Senators, many local officials (like the Ampatuan), AFP and PNP, and some Bishops and priests. The Arroyo is killing the nation and makes every Filipino more vulnerable to disaster. Though, impeachment has been lodge but the private armies of Arroyo have massacred it. The Senate cannot declare martial law as it has no power much less the ability to effectively counter the abusive president.
The declaration of martial law contradicts the rule of law. Like the Ampatuan, they want easy solution to win the election and massacre those 57 people even if it is illegal. Those people who voice approval to the declaration of martial law in Maguindanao is like saying it is ok to massacre the 57 people to easily win. This agreeing people are a felony to the crime and Gloria is on top of that.
