Showdown in Congress looms over martial law
MANILA - This early, a showdown between allies and critics of President Arroyo looms during the joint session of Congress scheduled on Tuesday over Proclamation 1959, or the declaration of martial rule in Maguindanao.
Both sides are already preparing resolution for and against the measure.
On Monday, 8 party-list representatives are set to file a resolution asking that Congress revoke the proclamation.
The 8-member Makabayan coalition bloc of Bayan Muna, Gabriela, Anak Pawis and Kabataan, in a press conference Sunday morning, said they would "do everything humanly possible" to oppose the move.
They reiterated their stand that Proclamation 1959 was unconstitutional as there is no rebellion or invasion in Maguindanao. They also said it was unnecessary since a state of emergency had already been declared in the area and the AFP, PNP and other government agencies had enough powers to deal with the aftermath of the Maguindanao massacre.
But House Speaker Prospero Nograles also has a resolution supporting the measure which he claims already has the support of the majority.
They are also bracing for criticisms of the President during Monday’s privilege hour at the lower House.
Nograles claims, there is actually no need for a joint session since most lawmakers aren't in the mood to revoke the declaration.
He however takes exception to criticisms that the administration dominated House is a Palace rubber stamp.
"My personal view its not necessary. Its necessary only if Congress wants to revoke Proclamation with 147 [lawmakers] voting jointly. I am sure many want to be focused on TV, radio, etc. You know how it is," Nograles said in a text message.
For Sen. Francis Pangilinan, while they risk being overwhelmed by the numerical superiority of the President's supporters, they still need to observe the Constitutional requirement for a joint session to scrutinize the basis for the proclamation.
On Monday, members of both chambers are expected to conduct separate caucuses to prepare for the joint session on Tuesday afternoon.
They are also expected to scrutinize the President's written basis for her proclamation, which she is scheduled to submit by Sunday night. With a report from RG Cruz, ABS-CBN News

Sa lahat ng mga komenta sa administrasyon o kahit sinong kaalyado ng administrasyon ng mga opposisyon ay nag papakita lamang ng sinisira at lilalason nila ang mga isipan at kakayahan ng mga taong bayan.Nag papakita lamang na ang mga taong ito ay walang prinsipyo para sa kapakanan ng ating mamamayan.Atty. Roque masyadong malawak ang imaginasyon mo tungkol sa usaping ito. Wala kang ginagawa kundi manuliksa sa lahat ng issue.Dapat kong concern ka sa ating bansa,bakit hindi ka maki pag usap sa ating mga opisyalis sa ating goberno at tumulong kong anong dapat gawin para matulungan ang mga biktima. puro ka dak-dak na parang nababaliw kana, sumusobra na ang mga pinag iisip mo sa normal na pag iisip ng tao.Wala kang manlang sinasabi na huminahon kayong mga taga Maguindanao at makiramay sa mga biktima.Puro ka dak-dak sa administrastion e si ampatuan ang may kagawaan nito.Ngayon mag abogado ka kay ampatuan dahil sa tining mo hindi maka tao ang pag deklara ng Martial Law.
Nang tinanggal ni GIBO ang mga ampatuan sa Lakas Kampi , may nag sabi ba sa opposisyon na tama ang ginawa ni GIBO? wala,dahil opposisyon kayo? mga walang modo at hipokrito kayo.at ayaw niyong e appreciate yan dahil baka maging kabutihan ni GIBO?

Martial Law Fear?
Come on people, 2010 is at hand. Stop living backward in 1972. GMA, admit it or not is always one step ahead of all of the opposition men, knows her history and mastered her strategy. If you oppositions over do your reactions to this declaration, you might just get what you actually fear the most. Come to think of it, the declaration may have saved hundreds of lives if not thousands (it was reported Ampatuans have about 4,000 strong private army). So which do you prefer to see? It's your call! Palagay ko marami pa kayong kakaining bigas bago nyo maisahan si GMA. Please lang mga kabayan, don't listen too much to those with MLS (Martial Law Syndrome). Let it go and focus on scrutinizing these presidential wanabes. Pick the most qualified at iwasan ang mga tsismosong kandidato.
Rebellion
If the critics will just analyze the bases of Martial Law declaration without bias, they would realize it satisfies the requirement. First, the citizenry is the government not GMA. She was only the elected administrator of the government by the people as a whole (opposition or not). The 57 unarmed massacre victims (30 journalists, 2 lawyers, rest civilians mostly women) who were slaughtered helplessly widely covered the general social section of the government. Secondly, it's now very clear the dastardly act by some 100+ armed group (CAFGUS, polic, military, goons) was planned and premeditated. Third, more armed groups are being cited and arms depots uncovered in support of the power that be. Fourth, ordinary residents are fleeing to avoid getting caught in the crossfire, they should know better than the rest of the country. Does rebellion means seeing on TV guns blazing, houses burning, women and children lying on the streets with bullets in their heads? Think again, you political experts! The government is the people, their ideals, their socially accepted legal norms, not the capitol building, nor the senate hall, nor Malacanang palace.
Congressmen are basura!!! (most of them if not all)
These congressmen are basura in a sense that they are there for their own interest. They are not trully representing the people in their district, but rather they are representing their businesses. They make sure that all laws that will be passed are favorable to them and not detrimental to their wealth. Plus ofcourse for their "bread&butter" the pork barrel.. some of them, dont even know the rights that a Juan dela Cruz has..or even what really their duties are. Shame to those congressmen..and more shame to those who voted for them.
