Boto Patrollers divided over martial law declaration

MANILA – ABS-CBN’s Boto Patrollers, a group largely consisting of people aged 18 to 30, were divided over the imposition of martial law in Maguindanao province.

Some Boto Patrollers opposed the declaration. They reasoned that martial law has made their lives more difficult and has forced people to flee because of fear.

Other Boto Patrollers, on the other hand, were in favor of it because it would help bring about peace in Maguindanao.

A 35-year-old Boto Patroller from General Santos City posed this argument: “Dalawa lang ang puwedeng pagpilian ng mga kritiko: martial law ng mga Ampatuan o martial law ng gobyerno.”

President Gloria Macapagal-Arroyo declared martial law in Maguindanao Saturday morning.

Executive Secretary Eduardo Ermita announced Proclamation No. 1959, proclaiming a state of martial law and suspending the privilege of the writ of habeas corpus in Maguindanao except for certain areas identified as bailiwicks of Moro Islamic Liberation Front (MILF) separatists.

The declaration would lead to the arrests without warrants of other members of the Ampatuan family who have been linked to the November 23 massacre that claimed the lives of 57 people.

‘Worse than Marcos’

A texter from Cotabato City said the declaration of martial law was not needed and had even raised tension in Shariff Aguak town in Maguindanao.

“Mas lalo tuminde ang tensyon sa Shariff Aguak, Maguindanao mula ng deklara martial law. 'Wag nyo sana gamitin ang Maguindanao para sa popularity. President GMA, sana pinag-isipan nyo mabuti ginawa nyo.”

The texter, 25, also said the declaration is reminiscent of the actions of the late President Ferdinand Marcos. “Maraming mga civilian natatakot ngayon baka bumalik karahasan sa nakaraan martial law. Hindi kailangan ang martial law para ma-solution-an ang problema ngayon ng Maguindanao. Daig nyo pa si Marcos.”

A 26-year-old from Shariff Aguak complained in a text message: “Dapat bawiin ng ating pangulo ang pagdeklara ng martial law. kung alam lang niya kung ano ang pakiramdam nito. Kami po ang nahihirapan. Wala na po kaming matirhan. Dapat patunayan muna nila na sangkot ang mga Ampatuan bago huliin.”

A Boto Patroller, 30, from Cotabato City said the declaration reflects the government’s incompetence: “Hindi po maganda ang ginawa ng gobyerno ng Pilipinas na magdeklara ng martial law. Patunay lang po at pinapakita sa pagdeklara ng martial law ay talagang mahina ang gobyerno sa paghahanap ng hustiya. Bakit kailangan pa nila gawin ito, nakakahiya po tayo sa ibang bansa. Talagang mahina ang gobyerno ng Pilipinas.”

Another texter, 34, from Palawan called for an investigation into the firearms that were found in the Ampatuan compound: “Dapat imbestigahan yong mga nahukay na mga armas na galing DND sa compound ng Ampatuan. Ano ba yong dineklarang martial law sa Maguindanao, para pagtakpan yong isyu sa mga nahukay na mga armas?”

Safer now

Other Boto Patrollers, for their part, lauded Arroyo’s declaration of martial law in Maguindanao.

“Madam president tama lang ginawa mo pagproklama ng martial law sa Maguindanao kung tutuusin ngayon lang nagkaroon ng kapayapaan ang Maguindanao,” wrote a 36-year-old from Tawi-Tawi.

A concerned citizen in Maguindanao said: “Kung puwede sana huwag na makialam yung mga kritiko kasi hindi niyo alam kung anong totoong sitwasyon namin dito sa Mindanao. Nagpapasalamat kami dahil ng martial law kasi mas safe kami.”

“Tama lang ‘yang martial law provided that the AFP [and] PNP will not abused (sic) their authorities. Dakpin at arestuhin lang ang mga dapat arestuhin at kasuhan na at ng matapos na rin ang martial law,” noted a Boto Patroller from Davao.

A 32-year-old texter from Rodriguez, Rizal added: “Kung ang martial law ang susi para sa mabilis na paggawad ng hustisya diyan sa Maguindanao, tama lang ang pagdiklara ni PGMA nito.”

‘Pessimism doesn’t help’

A Boto Patroller, 25, from Zamboanga del Sur even urged other Filipinos to support the government’s peace efforts.

“I guess it would be better if we’re going to support our government in its quest for peace in maguindanao. our being pessimistic and always putting our president down are not of help. Let us be united and be positive. May god be always with us.”

Another texter from Sulu even slammed the critics of martial law in Maguindanao: “Sa lahat po ng nambatikos [ng] martial law sa Mindanao, mga wala kayong puso kagaya sa gumawa [ng massacre]. Salamat kayo at di sa inyo nangyari ang kalagim-lagim na sinapit ng mga biktima.”

The 35-year-old from General Santos City sent an earlier text message: “Matagal nang may martial law sa Mindanao partikular na sa mga lugar na sakop ng mga Ampatuan. Ang mga kritiko ng martial law libro lang kasi ang hawak nila. Pabor kaming taga Mindanao sa martial law sa Maguindanao.”

Martial law in Mindanao

Several Boto Patrollers, meantime, even suggested that martial law should be declared in Mindanao.

“There are many areas in Mindanao wherein people are arming themselves,” said a Boto Patroller.

“Dapat whole Mindanao martial law para mawala lahat rebelde/anti-government,” suggested a 28-year-old texter from Kidapawan City.

Agree with those who favor martial law in maguindanao and to those who are opposed, they should try to go and live there. experience martial law the ampatuan style.

We all called for the government and law enforcers to get this savage massacre case closed SWIFTLY.

Now that the government is responding to our call, we want to put it to a stop. WTF!!!

The Martial Law proclamation is very specific. It should take into effect ONLY in Maguindanao- to put an end to this mother fucking criminals- Ampatuans. Arroyo mandated the law enforcers to collect as much evidences as we can to axe out the heads of these animals - for 60DAYS. The government has to declare ML because these Ampatuans wont just sit there while state of emergency is in effect. They will resort to all legal means to get out of this mess- and buy themselves time to dispose, whitewash, silence any possible evidence and witness. Not only that, these warlords are massing up themselves with idiot private armies.

Time is of essence!!! Shall we wait for more bombings and killings before we declare ML?! Zaldy's territory is NOT ONLY Maguindanao, but the ARMM region. They wont focus their savagery only in Maguindanao, but possibly in the entire Mindanao!! That's gonna be too chaotic! Can't you people see the wisdom of this ML declaration?

All the law enforcers need is 60 days or shorter to prevent these things to happen and put these criminals behind bars. We ALL want them there. Let's help them perform their duty! Instead of criticizing, why wont you people travel to Maguindanao and partake on the government's effort to put this case to rest instead of sitting on your asses in the comfort of your mansions and parrot out complains with SHALLOW basis?

STARSCREWER's right. The culture of fear have long been going on in this area. I have lived in Basilan for the first 20 years in my life- so I know how it feels like to be overwhelmed with these lawless animals. The likes of ampatuans are SAVAGE and INSANE. They kill people like dogs. They even have this mentality that shedding their hands with the victims' blood will take them to heaven.

How else are you going to disarm a warlord that employs a division-sized army? How else are you going to arrest a suspect when courts do not grant warrants? FACT- 11 warrants were applied for, only one approved. and that warrant points to Cotabato City. ang layo naman nun sa Maguindanao. alam nyo bakit? takot ang mga korte sa Maguindanao, o hindi kaya supporter din ng mga warlord.

A division sized element armed with automatic weapons and troop carriers exists in Maguindanao. And that element is not controlled by the AFP. What could they be? TOURISTS? Are you people blind? This is blatant disregard for authority. A division sized element not controlled by the AFP poses a threat to NATIONAL SECURITY. Not just a threat, that is CLEAR AND PRESENT DANGER.

If you think Martial Law as provided by the current constitution is as harsh as pre-1987, think again.

Many of you don't even know what it's like to live in Mindanao, let alone Maguindanao. See, in warlord-controlled municipalities, there never was a semblance of democracy- tantamount to a state of Martial Law. The difference is that this new Martial Law imposed by National Government allows us citizens to keep it in check. Had this Maguindanao Massacre not surfaced, none of you would know how long this culture of fear in Maguindanao has gone on.

Martial Law of Maguindanao is better than the Ampatuan Law!- what do you mean by this? ang iniisip niyo lang kasi yong Libro na binabasa niyo at ang batikosin si Gloria? hindi ako pro-admin but as a Mindanaoan and am very much familiar particularly in Maguindanao and other ARMM Regions so i believed that this is right way for now at saka hindi nman magtatagal to and this is very limited on that area, subukan niyo ngah pumunta sa Maguindanao ngayon? subukan niyo ngah maging residente doon under Ampatuan Regime dba cguro iihi kayo sa takot!.. ang galing nman niyong magreklamo eh wala nman kayong ginawa? kung wala kayong magawa para solusyunan ang sitwasyon doon please shut up? alam niyo mga kapatid hindi po kami manhid na hindi namin nakikita yong mga technicalities beyond the massacre and other issues but 4 me personally i do not think so that Ms. Gloria Arroyo and Ampatuan is above the Rule of Law..Magtiwala nman kayo sa batas natin at magdasal tayo para sa ikuusad ng kaso huwag kayo maging judgemental and interactive, kung ano ang problema just focus to the solution hindi yong puro kayo ngawngaw at satsat na satsat? Yes for Martial Law in Maguindanao, titino lang yang mga tao na nagdadala ng baril dyan sa Maguindanao sa martial law... tama ang na dapat magpresent ng factual basis ang office of the president to support the proclamation of Martial Law in Maguindanao to make it legal...but personally speaking based on my experience dahil taga Mindanao din ako matagal na dapat naka-Martial Law ang Maguindanao at Julu dahil sa gulo ng government ng region na yan... Bakit kelangan isensationalize ang isyu ng Martial Law sa Maguindanao at kelangan pa ikabit sa Political agenda ni PGMA... bakit d nyo pagbigyan ang decision nya at tsaka kayo mag violent reaction kung nakita ninyong meron ng violation of human rights sa Martial Law nya... I don't personally like and believe PGMA dahil sa isyu nya ng corruption and power greediness...pero naniniwala akong ito lang ang pinakamatino nyang ginawa sa mindanao during her term. Kayong mga pinoy nasa opposition side dapat tumimbang kayo ng tama sa mga isyu nyo kay PGMA hnd lahat ng gagawin ng isang presidente mali. Kya walang nararating Pinas dhil sa CRAB MENTALITY nyo. bad precedent from a bad president

Arroyo's declaration of martial law in Maguindanao is not THE solution to the present crisis in the area, yet an added burden, another misuse and abuse of the duly-prostituted Constitution under this administration. Instead of focusing on the gruesome killings of the Ampatuans, the peoples' attention now are focused on the chilling effect of the Marcos martial law, which the country had experienced in more gruesome ways, worse than that of the Maguindanao massacre. Malacañang is not only testing the waters, but also testing the "loyalty" of her allies in Congress and her appointees in the Supreme Court. If Congress and the Supreme Court will not revoke this declaration on the grounds of constitutionality, then this declaration is a BAD PRECEDENT coming, of course, from a BAD PRESIDENT! what else can we expect?
