The nuisance from 2004 is now after Aquino, Teodoro, Villar, Roxas, Lapid, and Pacquiao

On the last day of filing for disqualification cases against aspirants for the 2010 polls, a presidential hopeful asked the Commission on Elections (Comelec) to drop major candidates from the polls.

Ely Pamatong, who claims to be an “international lawyer” filed a disqualification petition against so-called “presidentiables” Benigno Aquino III, Gilbert Teodoro, and Manuel Villar Jr., and vice presidential aspirant Manuel Roxas II.

He also wants re-electionist Senator Lito Lapid and Sarangani congressional contender Manny Pacquiao disqualified.

In the 2004 presidential race, Pamatong was declared a nuisance by Comelec. He filed his candidacy again for next year's presidential election. Last year, he filed impeachment complaints against President Arroyo and Vice President Noli de Castro, but it didn’t prosper.

Campaigning since 2007
Pamatong said the presidential and vice presidential aspirants for 2010 engaged in premature campaigning for "a period of 823 days," which started on July 24, 2007, when "Comelec ruled [that] premature campaigning [can happen] before the filing of COCs."

Aquino, Teodoro, Villar, and Roxas "engaged in massive worldwide pre-election propaganda blitzes [which] put the election process in disrepute and made a mockery of the democratic process in the election code."

Although the Supreme Court, in its final decision on the Penera case, has nullified the concept of premature campaigning, Pamatong said that the candidates are not totally "cleansed of criminality."

"The moral turpitude and evil character or dimension of their acts remained at war...with the election code, thereby maliciously and openly making a laughing stock and a travesty of the Philippine electoral processes," he said.

‘Hardly educated’
Pamatong said Lapid and Pacquiao should be disqualified because they are "politically blind, being unschooled in the art of governance and politically leadership."

The two candidates, he said, are "hardly educated citizens who could not speak or write English correctly."

He said that Lapid, who was an action star and former governor before occupying a Senate seat in 2004, "has not performed anything that would make his constituency proud of him."

Pacquiao, a world boxing champion, is "drunk with fame and dizzy, with an ego-bloated head," said Pamatong. He said Congress has is a place where "there is absolutely no need for boxers or where he is not needed at all."

Pacquiao ran for congressman of South Cotabato in 2007 but lost. He is now running in the congressional district of Sarangani.

"If a financially poor person is considered a ‘nuisance,’ then with more reason, a mentally very poor or mentally destitute person should be considered worse than nuisance!” the petition said. (Newsbreak)
