Nograles: Joint session on martial law proof we should 'Cha-cha'
MANILA, Philippines - House Speaker Prospero Nograles promised on Thursday that Charter change would not be tackled in the joint session, but he admitted he could not help but wish Congress would always convene as "one collegial body" deliberating and voting on issues.
"To tell you the truth, the way it was going yesterday during the session, I am more convinced that we should be unicameral," Nograles said in a press conference.
Thursday was Day 2 of Congress' joint session on Proclamation No. 1959 declaring martial law and suspending the writ of habeas corpus in Maguindanao.
"That is only my personal opinion because I was presiding over the joint session. That is the feeling that I got. I don't know about others on the floor," he added.
Day 1 of Congress' joint session lasted for nearly 8 hours. Nograles presided with Senate President Juan Ponce Enrile.
Since the administration of President Fidel Ramos, Charter change has been on top of the agenda of the ruling party Lakas-Christian Muslim Democrats. It pursues the same agenda now that the party has coalesced with President Arroyo's Kabalikat ng Malayang Pilipino (Kampi) party. It is in the platform of Lakas-Kampi-CMD presidential candidate former Defense Secretary Gilbert "Gibo" Teodoro.
Public sentiment has always been strong against Charter change, however.
Joint sessions
Nograles said the joint session proves that a unicameral system is more efficient and saves a lot of time.
"If it's a joint session, it is more orderly. We tackle a lot of things faster. Maybe there is some sense in the proposal of Gibo (Lakas-Kampi CMD presidential candidate Gilbert Teodoro) that he is open to unicameral [system]. That is one of his main programs," Nograles said.
"For the first time other than the State of the Nation Address, we experience a rehearsal of what it would be if it is unicameral. When you call for a vote, minsanan lang. There is only one decsion.
The House Speaker also noted that having 2 legislative bodies result in delays.
“If it's bicameral, there's a delay in legislation. Like in budget hearings, they (Cabinet officials ) appear here [to defend their budgets]. After that, they appear again in the Senate. Maybe it's better na minsanan na lang pag-usapan ng one collegial body," Nograles said.
