Supreme Court extends voters' registration to January 9

MANILA, Philippines (2nd UPDATE) - The Supreme Court (SC) on Tuesday extended registration of voters for the May 10, 2010 elections until January 9, 2010.

In a nine-page unanimous decision penned by Associate Justice Conchita Carpio Morales, the Court en banc granted the petition filed by Kabataan party-list led by Raymond Palatino seeking to declare null and void Commission on Elections (Comelec) Resolution No. 8585, which shortened the deadline of voters registration to October 31, 2009, instead of December 15, 2009, as previously fixed by Comelec Resolution No. 8514.

The Court said the decision is immediately executory.

The Comelec earlier set the deadline for voters' registration to October 31 due to the demands of poll automation.

In its decision, the Supreme Court said the people’s right to suffrage “is at the heart of our constitutional democracy." It said the Comelec has no valid ground to justify its non-compliance to the system of continuing voter registration mandated under Section 8 of Republic Act 8189 or the Voter’s Registration Act of 1996.

Under the said provision, the registration of voters shall be conducted daily in the office of the election officer during regular office hours, except during the period starting 120 days before a regular election and 90 days before a special election.

“In the present case, the Court finds no ground to hold that the mandate of continuing voter registration cannot be reasonably held within the period provided by R.A. 8189, Section 8 – daily during officer hours, except during the period starting 120 days before the May 10, 2010 regular elections. There is thus no occasion for the Comelec to exercise its power to fix other dates or deadlines therefor,” the Court said.

Only 3 million first-time voters

Kabataan party-list Rep. Raymond Palatino asked the Supreme Court last October 30 to move the deadline for voters' registration to January 9 as provided by law.

"We are questioning the legality of shortened voters' registration. According to Section 8 of the Voter Registration Act of 1996, registration should be daily and 120 days before election," Palatino had said. (Access petition here:kabataanpartylist.com/b...)

"The deadline should be January 9. Congress, not Comelec, has the power to amend a law," he said.

According to Palatino, National Statistics Office data shows there should be 11 million first-time voters, but only 3 million had registered.

Other petitioners were Jade Charmane Rose Valenzuela, Jacqueline Alexis Merced, Ana Katrina Tejero, Kenneth Carlisle Earl Eugenio, and Victor Louis Crisostomo, all first-time voters who tried but failed to register due various reasons.

They were joined by Alvin Peters, president of the National Union of Students of the Philippines (NUSP); Vijae Alquisola, president of the College Editors Guild of the Philippines (CEGP); Ken Leonard Ramos, chairperson of Anakbayan; and, Ma. Cristina Angela Guevarra, chairperson of the Student Christian Movement of the Philippines (SCMP).

basta ako saya kasi ako rehistro para boto pirst taym ako bise sa negosyo pero punta ako comelec para registro.....sayang boto tao kung hindi sila rehistro dami registro dami boto ke ate gloya....basta wag lang boto gibo kasi sipsip siya ate gloya saka bigay niya armas pare ampatuan ako bigay kwitis lang.....


Isa lang ang party list na

Isa lang ang party list na yan na animo'y "nakatulong" compared sa marami pa na wala namang ginagawa sa kongreso. Pero walang pa rin mga utak ang party list ng kabataan kuno na yan. Ang concern nila ay laging PAANO KAMI? Pero sa tagal tagal na inanunsiyo ang voter's registration, hindi naman sila kumilos para makapag-rehistro. Tapos ngayon na malapit na ang eleksiyon at tapos na ang registration aangal sila? Palalabasin nilang mali ang Comelec?

Kung papalpak ang automated election system natin come 2010, isa sa rason ang mga late registration. Kaya lang ganyan talaga dito sa atin. Hindi namin aamin ng pagkakamali ang mga party lists na yan.

Mainis ka at madagdagan ang kulubot sa noo mo and dinadagdagan mo pa ang stressors mo....he...he....he....There's nothing you can do at tapos na at marami ang natutuwa dahil makakapag parehistro sila.

it's so sad that the higher court is composed of stupid people....didnt they know that the comelec has timetable that needs to be followed to prepare the voter's list?.....ang haba haba na nga ng registration period eh di pa din nakapagparehistro!!!!.....eh kasi ang mga pilipino talaga kaya di tayo umuunlad eh mahilig tayo sa tsaka na.....kaya alang disiplina mga pilipino pero pag pumunta sa ibang lugar eh sumusunod naman sa batas ng ibang bansa!!!!!......tapos kukunsintihin naman ng mga nasa posisyon kaya ayan lumalaki mga ulo kasi kinakatigan kahit di na tama ang katwiran!!!!.....merong registration even on weekends and pumupunta din sila sa mga barangay....hindi katwiran yung walang oras.....tapos magrereklamo sila na di sila nakapagparehistro na kung anu ano pang idinadahilan!!!!.....ESTUPIDO TALAGA!!!!!......mahilig tayong manisi pero sarili natin dapat din ang sisihin.....we keep on pointing to others whereas mismong sarili natin eh dapat kastiguhin......sana naman matuto na tayo......AT LINTIK YANG PARTY LIST NG KABATAAN KUNO!!!!......ala ba silang utak?????!!!!!......bakit nakaupo yan sa kongreso eh ala naman palang utak??????!!!!......NAKAKAINIS TALAGA!!!!!!!!

O ayan dahil sa mga aktibista na-extend ang registration palagi niyo tinitira pag nagra rally pero nakakatulong naman pala sa taong bayan. Ang tirahan niyo yung mga TONGressmen/women sa inyong mga lugar na wala naman maganda ginagawa sa inyong mga lugar. Puro sahod lang ng hand outs ni Gloria ang hinihintay nila siguro nagkaroon na naman ng abutan sa Malakanyang dahil sa issue ng botohan sa Congress......

They don't plans on extending voter's registration? Sabihin mo kay Gloria para i-declare din ang Martial Law diyan for refusing to implement the law at baka qualify sa rebellion din yan...he...he....he......

Huwag ng ipadala si Hudas Dureza to mediate basta ipadala na lang si Gen. Ferrer at mga bata niya. Tutal may kinalaman naman ang comelec sa masaker na nangyari sa Maguindanao. Inilagay nila sa patibong ang mga Mangudadatu dahil inilipat nila ang satellite office for filing of COC from Cotabato to Provincial Capitol ng Maguindanao three weeks before the masaker.

With regards to this issue,is it implemented nationwide and only first timer voters are allowed? because i wasnt able to register too...

I guess the extension of registration varies in every region.

Just called Comelec Iloilo a few minutes ago. They don't have plans on extending voter's registration. Can they be imprisoned for not extending?
