Former SC Justice Plana laid to rest

MANILA, Philippines - Former Supreme Court Justice Efren I. Plana, who helped boost the anti-corruption drive in the Philippines, was laid to rest Sunday at the Loyola Memorial Park in Marikina.

He passed away last December 19 at the age of 84.

He was a member of the high court from November 20, 1981 to April 16, 1986.

Previously, he had served, among others, as Acting Minister of Finance; Undersecretary of National Defense and of Justice; Chairperson of the Deportation and Anti-Dummy Boards; Chairperson of the Board of Directors of the Land Bank of the Philippines, Monetary Board, and the Light Rail Transit Authority; and Commissioner of the Bureau of Internal Revenue (BIR).

BIR Commissioner Kim Henares credited Justice Plana’s anti-corruption drive in the BIR in the 1970s in “help[ing] to set patterns of expected behavior.”

Plana also drafted the original Board of Investment Rules and Regulations in 1968.

He graduated cum laude from the University of the Philippines College of Law in 1954. He placed 13th in the Bar Exams the following year with a grade of 92.8%.

He was married to Modesta Reyes, with whom he had three children: Elvira Maria, Efren Jr., and Bernice.
