P500K reward for info on Palparan

MANILA, Philippines - The Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) are offering a reward money of half a million pesos for anyone who will be able to provide information that will lead to the arrest of retired Maj. Gen. Jovito Palparan.

This was bared by Justice Sec. Leila De Lima in a text message to ABS-CBN News.

Palparan remains at large in spite of the issuance of a warrant for his arrest by a Bulacan trial court for the kidnapping and serious illegal detention of University of the Philippines (UP) student activists Sherlyn Cadapan and Karen Empeno in June 2006.

A manhunt for his arrest and that of co-accused M/Sgt. Rizal Hilario was ordered recently by De Lima.

Co-accused Lt. Col. Felipe Anotado Jr.  and S/Sgt. Edgardo Osorio have surrendered to authorities.

On the Run

They abused they authority, now they are on the run.
Just because they were given the authority to fight insurgency doesn't mean that they have the authority to kidnap, torture and kill anyone they suspect.

In a resolution released on 15 December 2011, the Panel of National Prosecution Service ("NPS") Prosecutors (created by virtue of Department of Justice ["DOJ"] Order No. 457, s. 2011) found probable cause to charge M/Gen. JOVITO S. PALPARAN,JR. (ret), Lt. Col. FELIPE G. ANOTADO, M/Sgt. RIZAL C. HILARIO and S/Sgt. EDGARDO L. OSORIO with two (2) counts of Kidnapping and Serious Illegal Detention in connection with the abduction of still-missing University of the Philippines students Sherlyn T. Cadapan ("Sherlyn") and Karen E. Empefio ("Karen") in the province of Bulacan in 2006.

Two of those who were recently killed in Central Luzon have had brushes before with Maj. Gen. Jovito Palparan, the man the victims’ relatives and friends claim as behind the killings.
The older Rivera, known to friends as Ka Kiko, died when unidentified men on board a white van strafed him and his friends, Dr. Angel David and Von John Maniti, while drinking coffee in a store in front of Rivera’s home in Barangay (village) Pulong Bato, same city.

All three died on the spot. Ka Kiko sustained nine gunshot wounds, most of which were at the feet and legs.

He was one of the five persons murdered in the Central Luzon region in a span of 21 hours, Oct. 25-26.

The alleged perpetrators, according to Bagong Alyansang Makabayan (New Patriotic Alliance or Bayan), were soldiers belonging to the 7th Infantry Division of the Philippine Army (ID PA) under the command of Maj. Gen. Jovito Palparan.

Missing: Jonas Burgos
Of the numerous human rights violations, political killings, and abductions during Arroyo’s administration, the case of activist Jonas Burgos has become the most prominent. Burgos was missing since late April 2007 and eyewitnesses said he was dragged from a mall in Commonwealth to a Toyota Revo by five men. The license plate of the Revo was traced to the 56th Infantry Battalion camp in Bulacan.

Marcellana and Gumanoy were the 28th and 29th victims of summary execution in the province of Oriental Mindoro under the Macapagal-Arroyo government. Witnesses point to the “Bonnet Gang,” a paramilitary group linked with the Philippine Army’s 204th Infantry Battalion of which Col. Jovito Palparan Jr. is the commanding officer. Many of the recent killings in the island were also attributed to the group.The bodies of Marcellana and Gumanoy were found mid-morning April 22 2003 in Bansud, less than 24 hours after they and nine others were abducted. Five of them, including Marcellana and Gumanoy, were separated from the group.
