CBCP seeks resignation of DAR chief

MANILA, Philippines - The social action arm of the Catholic Bishops’ Conference of the Philippines (CBCP) is asking Department of Agrarian Reform (DAR) Secretary Virgilio de los Reyes to step down from office.

In an interview with Radio Veritas, National Secretariat for Social Action – Justice and Peace (CBCP-NASSA) chairman and Manila Auxiliary Bishop Broderick Pabillo said de los Reyes is not doing enough to implement the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER).

“Malaki pa ang dapat tapusin sa programa kaya ang panawagan natin sa pamahalaan lalong lalo na sa Presidente na siyang tagapagpatupad ng batas ay iimplementa ang batas ng CARPER,” he said.

He noted that any hindrance should be removed. He said de los Reyes is one.

“Anumang hadlang sa pagpapatupad na ito ay dapat tanggalin, anumang burukrasya, anumang kulang ng resources, anuman ang leadership na humahadlang sa pagpapatupad ng batas ay dapat tanggalin,” he added.

He said the DAR chief is all theories. “Marami siyang mga datos na ibinibigay na matatapos daw, pero yan po ay mga teoriya lamang, pagpunta natin sa ground mismo, nakikita namin na marami ay hindi napapatupad, ibig sabihin, under-performing ang secretary, at ito ay magre-reflect sa pamahalaan, sa Presidente kung gaano siya ka-seryoso na tatapusin nya itong CARPER,” he added.

He said only 54.6% of the 200 hectares that need to be distributed to farmers was achieved in 2011.
